Job Overview: The Regional Program Coordinator position is designed to ensure the effective integration of operational excellence and technical program execution for the Alive & Thrive East Asia Pacific (EAP) region. This role is pivotal in managing procurement, contracting, and compliance activities while providing essential support for program implementation. The coordinator will act as a liaison between the Regional office and Headquarters (HQ), ensuring that program goals related to breastfeeding-friendly health systems and policy advocacy are met efficiently and in compliance with regulations. The incumbent will oversee consultants and support staff, ensuring that all programmatic and operational activities align with the organization's objectives and donor requirements. This position requires a proactive approach to managing resources, timelines, and deliverables, as well as a commitment to fostering collaboration among local partners and stakeholders.
Duties and Responsibilities:
Program Implementation Support (40%): The coordinator will support the development and execution of workplans in collaboration with local partners in Laos and other regions. They will review programmatic reports and annual work plans, coordinate project resources, and oversee the reporting process to meet client requirements. The coordinator will manage consultants and mentor support staff to ensure quality outputs, serve as the primary contact for sub-awardees/partners, and ensure compliance with FHI 360 regulations and donor policies. They will implement a tracking system for deliverables and proactively follow up with vendors on outstanding items.
Program Administration (15%): The coordinator will support knowledge management initiatives, ensuring that project documentation is managed appropriately. They will provide operational support, including writing position descriptions, participating in staff interviews, and conducting new hire onboarding. The coordinator will liaise with corporate teams on HR and administrative matters as needed.
Strategic Procurement & Contracts Management (30%): The coordinator will take full responsibility for all procurement and contracting activities, managing the lifecycle of contracts, including initiation and negotiation with local vendors. They will manage sub-awards and ensure audit readiness at all times.
HQ Coordination and Financial Monitoring (15%): The coordinator will serve as the primary contact for A&T country offices regarding operational and administrative issues, working closely with the Regional Associate Director for Finance to monitor project budgets and fiscal commitments. They will provide regular updates on financial status and oversee programmatic and financial aspects of assigned Global Nutrition projects, ensuring smooth operations and reporting.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Business Management, or Finance. They should have at least 6 years of relevant experience in project management, procurement, and operations activities. The ability to work independently with minimal supervision is essential, along with a proven track record of pre-planning critical actions and completing tasks efficiently. Strong communication and organizational skills are required, as well as fluency in Vietnamese and English. Prior experience in an NGO, multilateral organization, government agency, or private company is preferred.
Educational Background: A Bachelor's Degree or its equivalent in relevant fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Business Management, or Finance is required for this position. This educational background provides the necessary foundation for understanding the complexities of program implementation and management in the context of maternal and child nutrition.
Experience: The position requires a minimum of 6 years of relevant experience in project management principles and practices, procurement, and operations activities. Candidates should demonstrate a strong ability to manage multiple tasks, work collaboratively as part of a team, and deliver critical tasks on time. Experience in a non-governmental organization (NGO), multilateral organization, government agency, or private company is highly desirable, as it equips candidates with the necessary skills and insights to navigate the challenges of the role effectively.
Languages: Fluency in both Vietnamese and English is mandatory for this position. Candidates must be able to read, write, and speak these languages proficiently to communicate effectively with team members, partners, and stakeholders. Additional language skills may be considered an asset but are not explicitly required.
