Job Overview: The Junior Professional Officer (JPO) position is designed for individuals who are looking to gain experience in the field of labor and employment within the context of international development. The JPO will work under the supervision of the ILO Employment and Labour Market Policy Specialist and will contribute to the ILO's initiatives aimed at promoting decent work in supply chains in Vietnam. This role involves supporting the design, implementation, and monitoring of development cooperation projects related to supply chains, as well as contributing to the Decent Work Country Programme and the United Nations Sustainable Development Country Framework (UNSDCF). The JPO will engage in research, data analysis, and the preparation of communication materials, while also promoting gender equality and non-discrimination in the workplace. The position offers a unique opportunity to learn about the ILO's approach to labor standards and to gain hands-on experience in project management and stakeholder engagement.
Duties and Responsibilities: The Junior Professional Officer will have a range of responsibilities, including:
Supporting the design, implementation, and monitoring of supply chain-related development cooperation projects.
Contributing to the Decent Work Country Programme and UNSDCF outcomes on supply chains, responsible business conduct, workplace compliance, and the ILO MNE Declaration.
Assisting in strengthening global supply chains in key sectors such as garment, footwear, electronics, and wood processing.
Supporting constituents in social dialogue and industrial relations.
Preparing technical inputs on compliance, fundamental principles and rights at work (FPRW), and trade for decent work, including conducting research and data analysis.
Contributing to thematic partnerships, advocacy, resource mobilization, and the regional implementation plan of the ILO Strategy on Decent Work in Supply Chains.
Performing other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a Master's degree or equivalent in law, economics, political science, industrial relations, or other social sciences. In exceptional cases, candidates with a Bachelor's degree plus a minimum of four years of relevant working experience may be considered. The position requires a minimum of two years of relevant work experience after obtaining a Master's degree, or a minimum of four years after obtaining a Bachelor's degree. Experience working on supply chains in Asia and the ability to implement project activities, particularly in research and stakeholder engagement, is desirable. Work experience within the UN system should not exceed one year, including UNV, paid UN internships, and UN consultancies. All paid work experience since obtaining a Bachelor's degree will be considered, with internships counted at 50%.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as law, economics, political science, industrial relations, or other social sciences. In exceptional cases, candidates with a Bachelor's degree and significant relevant experience may be considered. The educational qualifications are essential for understanding the complexities of labor markets and the socio-economic factors affecting decent work in Vietnam.
Experience: The position requires a minimum of two years of relevant working experience after obtaining a Master's degree, or a minimum of four years after obtaining a Bachelor's degree. Candidates should have experience in the private sector, government, workers' organizations, or academia, with a focus on supply chains in Asia. The ability to implement project activities and engage with stakeholders is crucial. Experience within the UN system should not exceed one year, including any internships or consultancies.
Languages: Excellent command of English is mandatory, with strong drafting skills and the ability to communicate clearly and effectively both orally and in writing. A working knowledge of a second ILO language, such as French or Spanish, is considered an advantage and may enhance a candidate's profile.
Additional Notes: The contract type for this position is Junior Professional Officer, with a contract duration of 12 months, renewable up to 36 months. This position is exclusively open to individuals with Dutch nationality, and candidates must be under the age of 32 as of December 31 of the year of application. The JPO position includes a Duty Travel and Training Allowance (DTTA) of $4000 per year, which can be used for learning activities related to the assignment and career development.
