Job Overview:
The Laboratory and Diagnostic Officer position within the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in Vietnam is designed to provide essential technical support and guidance to staff and partners. This role involves drafting technical portions of proposals and project designs, implementing and monitoring technical initiatives, and developing training strategies for laboratory and diagnostics. The officer will also be responsible for creating and contributing to laboratory-related materials that align with the needs of activity implementation in Vietnam. The position requires a proactive approach to ensure that laboratory and diagnostic systems are strengthened effectively, thereby enhancing the overall health infrastructure in the region.

Duties and Responsibilities:
The duties and responsibilities of the Laboratory and Diagnostic Officer include providing technical support in laboratory and diagnostic system strengthening, conducting research on evolving issues in the field, and ensuring quality control and assurance. The officer will assist in the development and dissemination of tools, materials, and reports for various projects. They will support the implementation of approved work plans, monitor compliance with standard operating procedures, and maintain necessary documentation. Additionally, the officer will participate in client meetings, prepare Requests for Proposals, and provide administrative support for technical research and training activities. The role also involves data collection for reporting purposes, writing and editing technical documents, and ensuring that all services rendered are documented appropriately.

Required Qualifications:
Candidates must possess a Bachelor's Degree or its international equivalent in Health, Human Development, Microbiology, Clinical Diagnostics, or a related field. They should have a strong understanding of laboratory and diagnostic systems, as well as experience in developing scopes of work and deliverables for partners. Proficiency in database management software and online search tools is required, along with excellent oral and written communication skills. Candidates should demonstrate organizational and analytical skills, and the ability to analyze and interpret data effectively.

Educational Background:
A Bachelor's Degree or its equivalent in a relevant field such as Health, Human Development, Microbiology, Clinical Diagnostics, or a related discipline is required for this position. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to perform the technical duties associated with laboratory and diagnostics effectively.

Experience:
Typically, candidates should have at least 4 years of relevant experience in managing data collection and providing technical assistance. Proven knowledge and experience in the diagnosis of infectious diseases and strengthening laboratories to meet international quality standards are crucial. Prior work experience in a non-governmental organization (NGO), government agency, or private sector is also preferred, as it provides valuable insights into the operational aspects of such organizations.

Languages:
Fluency in English is mandatory, as the candidate must be able to read, write, and speak the language proficiently. This is essential for effective communication with clients and staff, as well as for the preparation of technical documents and reports.
