Job Overview:
The Senior Program Officer for the STRengthening Infectious disease DEtection Systems (STRIDES) Activity will play a crucial role in supporting and coordinating activities that provide technical assistance to the STRIDES Vietnam team and its national and provincial subcontractors. This position is essential for the effective implementation of project activities, which includes supporting work planning, tracking deliverables, and facilitating communication among various teams. The officer will assist in monitoring project progress, ensuring compliance with donor requirements and organizational policies, and preparing technical and financial reports. The role demands strong project coordination skills, attention to detail, and the ability to work collaboratively with multidisciplinary teams to achieve project objectives successfully.

Duties and Responsibilities:
The Senior Program Officer will be responsible for programmatic management and coordination, supporting the STRIDES Vietnam Project Director in planning, monitoring, and reporting on project activities. This includes managing relationships with subcontractors and partners, ensuring effective communication and coordination among stakeholders, and overseeing the implementation of the project work plan. The officer will monitor project budgets, review financial reports, and ensure compliance with client requirements. Additionally, the officer will support knowledge management initiatives, maintain project documentation, and provide operations support as needed. The role also involves finance support, including budget development, financial oversight, and procurement reviews. The officer will be expected to analyze data, prepare reports, and contribute to the overall success of the project by ensuring that all deliverables are met on time and within budget.

Required Qualifications:
Candidates must possess advanced knowledge of project management concepts and practices, with excellent oral and written communication skills. Strong project management skills and the ability to influence and collaborate with others are essential. The ideal candidate should have experience in donor compliance, subcontract oversight, and partner performance monitoring, as well as experience coordinating with government agencies and international partners in Vietnam. Familiarity with the Vietnam Ministry of Health and Ministry of Agriculture and Environment is advantageous. The candidate should demonstrate good judgment in problem-solving and decision-making, particularly in complex situations.

Educational Background:
A Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, and Youth is required. A Project Management (PM) Certification is preferred, indicating a formal understanding of project management principles and practices.

Experience:
Typically, a minimum of 6+ years of relevant experience in project management is required. Candidates should have prior work experience in a non-governmental organization (NGO), government agency, or private organization, with a preference for those who have worked on international development contracts funded by the United States Government. Experience in program development or management, particularly in a domestic or international context, is highly valued.

Languages:
Fluency in English is mandatory, with proficiency in Vietnamese being a significant advantage. Additional language skills may be beneficial but are not required.

Additional Notes:
This position may require travel of approximately 10% to 25%. The job is based in a typical office environment, and candidates should be prepared for the physical demands of the role, including the ability to sit and stand for extended periods and perform repetitive tasks on a computer.
