Job Overview:
The Programme Analyst position at UN Women involves contributing to the effective management of programs aimed at ending violence against women (EVAW). Reporting to the Country Representative, the Programme Analyst will provide substantive inputs to the design, implementation, monitoring, and reporting of the Joint Programme on Ending Violence Against Women, which is currently in its final year and is implemented in collaboration with UNFPA and UNICEF. The role requires guiding and facilitating the delivery of UN Women-led activities within this joint program while ensuring alignment with international norms and national ownership. The Programme Analyst will represent UN Women in the Technical Team of the Joint Programme and support the Country Representative in the Steering Committee, collaborating closely with various stakeholders, including implementing partners, donors, and civil society, to ensure successful implementation and transition of the program portfolio.

Duties and Responsibilities:
  • Contribute technically to the design and implementation of program activities within the EVAWC Joint Programme by providing substantive knowledge and inputs to the design of activities within the approved Joint Work Plan. Identify areas for synergy with other UN agencies and coordinate advocacy campaigns, events, trainings, and workshops. Maintain relationships with national partners to support the transition of EVAWC program investments into nationally owned systems.
  • Provide project management of the EVAWC Joint Programme by maintaining oversight of implementation progress, ensuring alignment with UN Women’s Strategic Note and Workplan, and coordinating with implementing partners for coherent delivery of results. Review and monitor the submission of financial and narrative reports from partners and draft reports on program results.
  • Manage the finances of the EVAW programme by monitoring budget implementation, making necessary budget revisions, and ensuring timely preparation of financial and narrative reports.
  • Build partnerships and resource mobilization strategies by providing inputs for future work in EVAW, preparing documentation for donor meetings, and supporting inter-agency coordination activities. The incumbent will also manage deliverables of consultants engaged in the EVAW portfolio.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. Candidates should possess strong program formulation, implementation, monitoring, and evaluation skills, along with good knowledge of Results Based Management and the ability to analyze data and present findings effectively.

Educational Background:
Candidates must hold a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be considered. A project/programme management certification is preferred but not mandatory.

Experience:
At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building within the EVAW sector is required. Candidates should have experience coordinating with government agencies and donors, working within diverse teams in international settings, and proficiency in using office software and web-based management systems. Experience with modern web-based ERP systems, preferably Oracle Cloud, is desirable.

Languages:
Fluency in both written and spoken English is required, along with fluency in Vietnamese. These language skills are essential for effective communication and collaboration within the role.

Additional Notes:
The position is full-time and involves managing deliverables of consultants engaged in the EVAW portfolio at national and subnational levels.
