Job Overview:
The Compensation and Benefits Manager for the Syria country program will work under the supervision of the HR Director. This role is crucial for designing, developing, executing, and communicating the compensation and benefits guidelines, policies, and procedures for the IRC's operations in Syria. The manager will ensure that compensation remains competitive across the four geographical locations where the IRC operates by staying updated on sector-specific and general compensation trends. This position also involves collaborating with various departments to ensure that structural changes align with global guidelines. The C&B Manager will play a key role in enhancing the IRC's ability to attract and retain employees by implementing effective compensation strategies and ensuring compliance with local regulations and laws.

Duties and Responsibilities:
The responsibilities of the Compensation and Benefits Manager include designing and preparing payroll processes and templates, administering staff benefits, and ensuring compliance with IRC’s compensation guidelines. The manager will conduct salary structure reviews, interpret financial regulations, generate annual tax reports, and maintain accurate payroll records. They will also oversee job analyses and evaluations to determine appropriate salary bands, update salary structures, and design compensation training for the HR team. Additionally, the manager will develop tracking systems to analyze metrics for effective pay decisions, partner with finance teams on new proposals, and coach the compensation and benefits team to ensure high performance. The role also involves maintaining accurate record management systems, finalizing exit clearances, and supporting staff communications regarding benefits and compensation.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources, Business Administration, or a related field from an accredited institution. A minimum of four years of progressively responsible experience in compensation and benefits design and administration is required, preferably within an NGO or multinational company context. Strong analytical, planning, and organizational skills are essential, along with the ability to communicate effectively and professionally. Candidates should demonstrate a proactive and strategic mindset, attention to detail, and experience with business process design and continuous improvement. Proficiency in Microsoft Office tools, especially Excel, and HRIS software is necessary, along with a commitment to meeting deadlines and maintaining professionalism.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or a related discipline from an accredited college or university. This foundational education is critical for understanding the complexities of compensation and benefits management within an organizational context.

Experience:
The position requires a minimum of four years of progressively responsible experience in compensation and benefits design and administration. This experience should ideally be within an NGO or multinational company, providing exposure to international compensation frameworks and practices. Candidates should have a proven track record of managing compensation strategies and ensuring compliance with relevant regulations.

Languages:
Fluency in both Arabic and English (written and spoken) is essential for this role. This bilingual proficiency is necessary to effectively communicate with diverse stakeholders and ensure clear understanding of compensation and benefits policies across the organization.
