Job Overview:
The position of Voluntario/a de UNICEF in Delta Amacuro involves supporting the implementation of UNICEF's multisectoral programs in priority municipalities. The volunteer will facilitate local coordination with authorities, indigenous leaders, and community organizations, focusing on health, nutrition, education, child protection, and WASH (Water, Sanitation, and Hygiene). The role requires a strong emphasis on data-driven decision-making to adapt programs to the changing conditions in Delta Amacuro, ensuring culturally appropriate services for hard-to-reach communities. The volunteer will also contribute to identifying needs and analyzing risks to enhance the effectiveness of UNICEF's interventions.

Duties and Responsibilities:
  • Monitor the local context and its impact on UNICEF's cooperation program, including continuous risk and emergency scenario analysis.
  • Evaluate sociopolitical and economic factors affecting child-focused interventions and identify implications for ongoing programs.
  • In coordination with the field office chief, apply priority indicators to implement a coherent and transparent monitoring system for children's situations in the coverage area.
  • Ensure timely collection, verification, and communication of relevant data related to children to support evidence-based decision-making.
  • Support the monitoring of program execution across the assigned geographical area, ensuring compliance with agreements with implementing partners.
  • Provide viable recommendations for program execution, alternative approaches, and optimal resource use to promote children's and women's rights.
  • Collaborate with the field office chief and monitoring and evaluation team to enhance program effectiveness through systematic data collection, analysis, and reporting.
  • Represent UNICEF in relevant coordination forums, ensuring timely information flow to the field office and, when appropriate, to the country office.

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a commitment to UNICEF's mission. They should demonstrate professionalism, integrity, teamwork, and a commitment to continuous learning. Flexibility and adaptability to changing circumstances are essential, as well as strong planning and organizational skills. The ability to work in a challenging environment and maintain a positive attitude is crucial.

Educational Background:
A degree in social sciences, public health, international development, or a related field is required. Advanced degrees or specialized training in child rights, humanitarian assistance, or program management would be an asset.

Experience:
Candidates should have at least 2 years of relevant experience in program monitoring and evaluation, preferably in humanitarian or development contexts. Experience working with vulnerable populations, particularly children and indigenous communities, is highly desirable. Familiarity with UNICEF's programs and policies will be an advantage.

Languages:
Fluency in Spanish is mandatory. Knowledge of indigenous languages spoken in Delta Amacuro would be an asset. Proficiency in English is also desirable but not required.

Additional Notes:
This position is a volunteer role under the United Nations Volunteers (UNV) program. The assignment is expected to last for a specified duration, with a monthly allowance of 1,819 USD. Volunteers will receive a pre-assignment allowance and a final assignment allowance upon completion of the contract, provided conditions are met. Medical, dental, and hospital assistance insurance, as well as life and disability insurance, will be provided.
