Job Overview:
The Information Management Analyst will play a crucial role in supporting the UNDP Green Energy Recovery Programme by providing analytical support on information management and related activities. This position requires a deep understanding of energy systems, particularly in the context of Ukraine's recovery from the war. The analyst will be responsible for assessing the status and needs of damaged energy infrastructure, including power generation facilities and power grids. They will work closely with various stakeholders to identify priorities for restoration and recovery, ensuring that the program's objectives are met. The role also involves developing technical specifications, supporting procurement processes, and engaging with suppliers to ensure the successful implementation of energy projects. The analyst will contribute to knowledge management and capacity building efforts within the program, documenting best practices and lessons learned to enhance the effectiveness of energy security" style="border-bottom: 1px dotted #007bff !important;">security initiatives.

Duties and Responsibilities:
The Information Management Analyst will have a wide range of duties and responsibilities, including:
  • Engineering support for analyzing heat supply projects and energy infrastructure.
  • Conducting assessments of damaged power generation facilities and power grids, providing technical advice for recovery strategies.
  • Reviewing and analyzing data on the baseline situation of targeted energy infrastructure.
  • Identifying priorities for restoration in consultation with stakeholders.
  • Providing technical support for document preparation related to energy projects.
  • Developing or verifying technical specifications, drawings, and cost estimates for project implementation.
  • Supporting the procurement process by providing technical inputs and clarifying bidder queries.
  • Monitoring project implementation stages to ensure compliance with deadlines and specifications.
  • Engaging with stakeholders to facilitate participation and support for project activities. 1
  • Documenting best practices and contributing to knowledge exchange networks in energy security. 1
  • Participating in training programs for project staff to enhance their professional development. 1
  • Tracking financial resources allocated to energy infrastructure restoration activities.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in Mechanical Engineering, Heat Supply, Energy Systems, or closely related fields. Alternatively, a first university degree (Bachelor’s degree) in the above fields combined with two additional years of qualifying relevant experience will be considered. The position requires a minimum of two years of relevant work experience with a master's degree or four years with a bachelor's degree in engineering, energy systems, or infrastructure development. Candidates should have skills in developing technical documentation, knowledge of quality control procedures, and experience in project planning and implementation in energy sector recovery.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree) in Mechanical Engineering, Heat Supply, Energy Systems, or related fields. A first university degree (Bachelor’s degree) in these fields, combined with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of energy systems and infrastructure development necessary for the role.

Experience:
The position requires a minimum of two years of progressively responsible experience in engineering, energy systems, or infrastructure development for candidates with a master's degree. For those with a bachelor's degree, a minimum of four years of relevant experience is required. Candidates should demonstrate a proven ability to draft and produce technical documents, manage projects effectively, and engage with various stakeholders, including government entities and international organizations.

Languages:
Fluency in Ukrainian and English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the stakeholders involved in the energy recovery projects.
