Job Overview:
The position of Chargé(e) de projet Pôle Ressources involves contributing to the planning, implementation, and monitoring of support programs aimed at partners in Marseille. The candidate will be responsible for conducting regular context monitoring, which includes literature reviews, analyzing partner activities and publications, and consulting media and diagnostic reports. Additionally, the role includes local monitoring of themes related to the pole and disseminating technical information, particularly regarding food security, to partners. The candidate will participate in the planning, establishment, and monitoring of partnerships, as well as diagnostic, monitoring, and evaluation activities. This includes developing tools such as quantitative and qualitative questionnaires, collecting field data, analyzing results, and drafting reports and recommendations. The role also involves providing programmatic and technical support from the pole and occasionally participating in field activities to better understand the context and needs of the individuals being supported. The candidate may contribute to the preparation, organization, and facilitation of training sessions for partners and will participate in external meetings, coordination instances, and partnership meetings, which includes preparing agendas, logistical organization, note-taking, and drafting and disseminating meeting minutes. Depending on needs, the candidate may represent ACF at external meetings or events. Finally, the candidate will engage in the office life of ACF Marseille by participating in team meetings, contributing to coordination between poles, sharing key information, and participating in the reporting of activities from the Pôle Ressources.

Duties and Responsibilities:
  • Contribute to the planning, implementation, and monitoring of support programs for partners in Marseille.
  • Conduct regular context monitoring through literature reviews, analysis of partner activities, and consultation of media and diagnostic reports.
  • Monitor local themes related to the pole and disseminate technical information, especially in food security, to partners.
  • Participate in the planning, establishment, and monitoring of partnerships.
  • Engage in diagnostic, monitoring, and evaluation activities, including developing quantitative and qualitative tools, collecting field data, analyzing results, and drafting reports and recommendations.
  • Provide programmatic and technical support from the pole.
  • Participate in field activities to understand the context and needs of supported individuals.
  • Assist in the preparation, organization, and facilitation of training sessions for partners.
  • Participate in external meetings, coordination instances, and partnership meetings, including preparing agendas, organizing logistics, taking notes, and drafting meeting minutes. 1
  • Represent ACF at external meetings or events as needed. 1

Required Qualifications:
The ideal candidate should be pursuing a Master's degree (Master 1 or 2) in international/local development, political science, human sciences, social action, or humanitarian work, with a strong academic interest in combating poverty or food insecurity. Professional or volunteer experience with individuals in precarious situations is highly valued. Experience in project management, food security, monitoring and evaluation, food democracy, or network facilitation/coordination is an asset. The candidate should possess skills in project management, data collection and analysis, and proficiency in office tools, particularly Excel. The ability to facilitate workshops or meetings is also essential. Knowledge of issues related to food security, nutrition, or sustainable food is a plus. Familiarity with the context of poverty alleviation in France, public policies, the needs of affected individuals, and key associative actors is important. Understanding the functioning of local authorities, an interest in collective intelligence and popular education, as well as knowledge of Marseille and its associative fabric are appreciated. The candidate should be interested in the actions of Action Contre la Faim in France and internationally and share the organization's values.

Educational Background:
Candidates should be enrolled in a Master's program (Master 1 or 2) in relevant fields such as international/local development, political science, human sciences, social action, or humanitarian work. This educational background is crucial for understanding the complexities of the role and the context in which Action contre la Faim operates.

Experience:
The position requires candidates to have some level of professional or volunteer experience, particularly with individuals facing precarious situations. Experience in project management, food security, monitoring and evaluation, or network coordination is highly desirable and will enhance the candidate's ability to perform effectively in this role.

Languages:
Fluency in French is mandatory, as the position is based in Marseille and involves communication with local partners and stakeholders. Proficiency in English is also beneficial, as it may be necessary for reporting and collaboration with international teams. Additional languages relevant to the local context or the organization's operations may be considered an asset.

Additional Notes:
The employment status for this position is either an apprenticeship or professionalization contract, with a duration of 12 months. The desired work rhythm is 2 to 3 days per week. The position is located in Marseille (PACA region). Salary conditions are based on the legal minimum wage, adjusted according to age and level of education, spread over 13 months. Employees are entitled to 21 days of RTT (reduced working time), prorated according to presence. Health coverage and insurance are provided, with 80% covered by ACF. Transportation costs are reimbursed at 50% for the commute between home and work. Meal vouchers are also provided, with 60% covered by the association (valued at 8 euros).
