Job Overview:
The Protection Monitoring & Community-Based Protection (PM/CBP) Officer is a pivotal role within DRC’s protection programming at the Local Government Area (LGA) level. This position is responsible for the effective implementation of protection monitoring, community-based protection initiatives, and early warning systems in displacement-affected communities. The Officer will coordinate and supervise local partner PM/CBP Assistants, ensuring the use of harmonized methodologies and high-quality data collection. The role involves acting as the primary field focal point for Community-Based Protection Structures (CBPS), assisting them in identifying risks, enhancing self-protection mechanisms, and developing community action plans. The PM/CBP Officer will also bridge community insights with DRC’s protection analysis system through various data collection methods, including focus group discussions (FGDs), key informant interviews (KIIs), and household surveys. The position requires strong collaboration with various teams within DRC to ensure integrated service delivery and coordinated protection responses, as well as extensive field presence and engagement with community leaders and humanitarian stakeholders.

Duties and Responsibilities:
The PM/CBP Officer will undertake a variety of responsibilities including: conducting FGDs, KIIs, and protection incident documentation in accordance with established protection standards; supporting partners in household surveys; supervising partner PM/CBP Assistants to ensure adherence to standard operating procedures (SOPs); drafting weekly alerts, monthly reports, and ad-hoc incident briefs; facilitating awareness-raising sessions on protection risks; organizing training for local authorities and community protection actors; ensuring timely updates on protection risks for displaced communities; coaching CBPS on protection principles and safe referrals; leading awareness sessions on GBV mitigation and child labor; representing DRC in LGA-level protection meetings; and ensuring compliance with data protection and ethical standards. The Officer will also be responsible for conducting safety risk assessments, coordinating movement plans, and reporting safety incidents.

Required Qualifications:
Candidates must possess a Bachelor’s degree (in process or completed) in Social Sciences, Psychology, Human Rights, Peacebuilding, or a related field. A minimum of 3 years of experience in community-based protection and humanitarian protection response is required, along with experience working with displaced communities, refugees, and host communities. Familiarity with community engagement tools, CBP methodologies, and durable solutions approaches is essential. Strong facilitation and training skills, good report writing and data analysis abilities, and proficiency in Microsoft Office and data collection tools are also necessary. Candidates should have a strong understanding of protection principles and safe referrals, as well as experience supervising partner staff or volunteers.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Social Sciences, Psychology, Human Rights, Peacebuilding, or similar disciplines. Candidates who are currently pursuing their degree may also be considered, provided they have relevant experience and skills that align with the job requirements.

Experience:
The position requires a minimum of 3 years of relevant experience in community-based protection and humanitarian protection response. Candidates should have a proven track record of working with displaced communities, refugees, and host communities, demonstrating familiarity with community engagement tools and methodologies. Experience in conducting FGDs, KIIs, and incident documentation is also essential, along with the ability to analyze protection trends and draft analytical reports.

Languages:
Fluency in Hausa and any other local languages is mandatory, alongside proficiency in English (both written and spoken). This linguistic capability is crucial for effective communication with community members and stakeholders, ensuring that the Officer can engage with diverse populations and facilitate training and awareness sessions effectively.

Additional Notes:
This position is open to Nigerian nationals only and is offered on a national contract basis for an initial period of 6 months, with the possibility of extension. The salary and benefits will be in accordance with the Danish Refugee Council’s Terms of Employment, subject to statutory deductions as per Nigerian laws.
