Job Overview: The Finance Officer plays a crucial role in the financial management of DRC Türkiye operations. This position is responsible for ensuring accurate financial data entry, budget monitoring, bank and account reconciliations, and compliance with both DRC and donor regulations. The Finance Officer supports high-quality financial reporting and daily accounting operations, including registering expenses in the ERP system (Dynamics). This role has a country focus, ensuring adherence to DRC procedures and guidelines while contributing to the development of country strategies that are translated into actionable plans. The Finance Officer will also provide support and technical guidance to country operations, overseeing various financial activities to maintain the integrity of financial operations within the organization.
Duties and Responsibilities: The Finance Officer's duties encompass a wide range of financial management tasks, including but not limited to:
Budget Control, Planning, Reporting, and Accounting: - Implement and update shared cost tools monthly. - Prepare and maintain Budget Follow-Up (BFU) files to accurately reflect project-level spending. - Review transactions for proper allocation and correct discrepancies through rebooking using authorized templates. - Ensure daily and accurate uploading of all financial transactions to Dynamics ERP. - Assist in preparing monthly financial reports, ensuring all supporting documentation is complete and audit-ready. - Perform cost allocation for monthly HQ-booked charges and reconcile shared costs and intercompany accounts. - Reconcile salary postings against actual payroll for both national and expatriate staff.
Transfers, Payments, and Bank Reconciliations: - Verify bank and cash payments for compliance with DRC financial procedures and donor requirements. - Prepare and perform monthly reconciliations of all bank accounts and cash counts, reporting any variances to the Finance Manager. - Prepare aging reports for open advances and lead vendor reconciliation to maintain accurate vendor accounts in Dynamics.
Accounting: - Ensure timely and compliant entry of all transactions into Dynamics ERP with correct project, cost, and budget codes. - Upload and reconcile SSI and tax declarations in Dynamics. - Perform deviation report reconciliation, post necessary adjustments, and generate salary distributions. - Post partner expenditures in Dynamics and ensure documentation is reviewed and filed.
Cashier: - Act as the secondary cashier when needed, managing the cash account, registering transactions in the cashbook, and uploading entries into Dynamics, returning responsibility upon the main cashier’s return.
Required Qualifications: To qualify for the Finance Officer position, candidates must possess a bachelor's degree in Finance, Accounting, Business Administration, or a related field, or an equivalent professional qualification. Additionally, the following qualifications are required: - A minimum of 2 years of relevant experience in financial or accounting roles, preferably within international non-governmental organizations (INGOs). - Proven experience in the preparation of financial reports and budgets, as well as providing inputs for budget development. - Advanced proficiency in Microsoft Excel is essential for this role. - Fluency in both English and Turkish is mandatory, as effective communication is crucial for this position.
