Job Overview:
As a Base Manager, you will play a crucial role in overseeing the implementation of DRC's programs in Ukraine, ensuring that they are designed effectively, compliant with donor requirements, and aligned with DRC's accountability principles. You will be responsible for managing the field office's support structures, ensuring they are well-resourced and efficient. Reporting to the Area Manager, you will collaborate closely with the Regional Support Team to guarantee high-quality program implementation. Building and maintaining relationships with key external partners and stakeholders in the region will also be a significant part of your role. Your leadership will be vital in guiding the program teams and ensuring that the office operates smoothly and effectively, addressing any challenges that arise in the field.

Duties and Responsibilities:
Your primary duties and responsibilities will include providing stable and reliable leadership by managing support departments and offering daily support to program teams in Shostka and surrounding communities. You will be involved in core HR management functions, including motivation, recruitment, and disciplinary actions. Overseeing finance, administrative staff, and logistics will be essential to ensure compliance with DRC procedures, donor regulations, and national legislation. You will also ensure that all accountability tools are implemented and understood by staff, maintain office security" style="border-bottom: 1px dotted #007bff !important;">security, and protect assets within your area of responsibility. Understanding the local context and coordinating with other DRC departments for information sharing will be crucial. You will support the planning of program staff activities, assist in identifying procurement and funding needs, and conduct field visits to monitor program activities for quality and effectiveness. Additionally, you will facilitate information exchange between support and program functions and support assessments for new or follow-up projects, providing necessary assistance for concept notes, proposals, and reporting.

Required Qualifications:
To qualify for this position, you must possess a university degree in a relevant field or demonstrate equivalent proven experience. Strong people management and leadership skills are essential, along with high-level writing and public speaking abilities in both English and Ukrainian. Knowledge and experience in finance, procurement, security, and HR management within humanitarian organizations in Ukraine are required. You should also have project management experience and proven organizational skills, as well as experience working with national partners and local/state authorities. Professional experience with internally displaced persons and/or refugees is also necessary. Fluency in English and Ukrainian is mandatory, both in speaking and writing.

Educational Background:
The educational background required for this position includes a university degree in a relevant field. This educational foundation should be complemented by proven experience in management roles, particularly within international non-governmental organizations or related sectors. The combination of formal education and practical experience will equip you with the necessary skills to succeed in this role.

Experience:
The position requires at least 2 years of management experience in international non-governmental organizations or relevant sectors. This experience should encompass leadership roles where you have demonstrated the ability to manage teams effectively and navigate the complexities of humanitarian work. Your background should include direct involvement in program implementation and management, particularly in challenging environments.

Languages:
Fluency in English (speaking, writing, reading) is mandatory for this position, as is fluency in Ukrainian. These language skills are essential for effective communication with both internal teams and external stakeholders. While proficiency in additional languages may be beneficial, English and Ukrainian are the primary languages required for this role.

Additional Notes:
The contract for this position includes a 3-month probation period, with the potential for extension based on performance and funding availability. The position is classified under Band F2, which pertains to management roles. The designated duty station for this position is Shostka, and the expected start date is May 202
