Job Overview:
The ET Consultant – Industry Specialist (Cloud) position is integral to the World Bank Group's Digital and AI Vertical, which supports client countries in their digital transformation journeys. The role focuses on advising governments on modernizing public sector IT systems, adopting cloud solutions, and preparing infrastructure for emerging technologies like artificial intelligence. The consultant will work closely with various stakeholders to develop national strategies for cloud adoption and digital infrastructure, ensuring that these strategies balance cost, security" style="border-bottom: 1px dotted #007bff !important;">security, and sovereignty considerations. The position also involves supporting the development of localized datasets and governance frameworks to enable effective AI deployment, thereby contributing to the World Bank's mission of fostering sustainable development through digital solutions.

Duties and Responsibilities:
The consultant will be responsible for advising governments on strategies to modernize public sector IT systems and adopt cloud and digital infrastructure solutions. This includes supporting countries in developing national approaches to data hosting and cloud adoption, helping governments transition from legacy systems to more flexible and resilient digital environments, and preparing infrastructure for AI and data-intensive applications. The consultant will also provide technical and strategic advice on digital infrastructure investments, develop analytical work and policy notes, and support the identification of private sector investment opportunities in digital and AI infrastructure. Additionally, the consultant will facilitate knowledge exchange across regions, engage with stakeholders to develop competitive digital infrastructure ecosystems, and build partnerships with leading technology providers.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Engineering, Information Systems, Computer Science, or a related field. A minimum of 5 years of experience in cloud adoption, enterprise IT modernization, or related fields is required. Candidates should have demonstrated experience with AI infrastructure, including compute and data pipelines, and a strong understanding of AI system design trade-offs. Experience in structuring or advising on technology investments, as well as advising both private sector and governments on digital transformation strategies, is essential. Strong analytical, communication, and stakeholder engagement skills are necessary, along with the ability to bridge technical, policy, and investment perspectives.

Educational Background:
A Master’s degree or equivalent in Engineering, Information Systems, Computer Science, or a related field is required for this position. This educational background is crucial as it provides the necessary technical knowledge and skills to effectively advise on complex digital infrastructure and cloud adoption strategies.

Experience:
The position requires a minimum of 5 years of relevant experience in cloud adoption, enterprise IT modernization, or related fields. Candidates should have a proven track record of working on projects related to AI infrastructure and digital transformation, particularly in advising governments and private sector entities on technology investments and strategies.

Languages:
Fluency in English is mandatory, both written and spoken. Additionally, proficiency in French, Portuguese, and/or Spanish is strongly preferred, as these languages will enhance communication with diverse stakeholders and client countries.
