Job Overview: The Programming Specialist position at the World Bank is integral to the Fund for responding to Loss and Damage (FRLD), which was established to assist developing countries vulnerable to the impacts of climate change. The role involves supporting the implementation of programming modalities and instruments for the Fund's start-up phase and overseeing the management of funding requests. The Programming Specialist will work closely with the Programming and Country Engagement (PACE) division, which is responsible for developing and operationalizing funding modalities, managing the portfolio of the Fund, and engaging with countries and access entities. This position requires a deep understanding of climate change impacts, particularly loss and damage, and the ability to navigate complex funding processes. The Programming Specialist will report to the Program Manager and collaborate with various teams within the Secretariat to ensure effective program delivery and stakeholder engagement.
Duties and Responsibilities: The key responsibilities of the Programming Specialist include: conducting completeness checks and technical reviews of funding requests submitted to the FRLD; consolidating feedback from reviewers and communicating it to countries and access entities; drafting assessment reports based on funding request reviews; monitoring the implementation status of approved funding requests; contributing to the development of internal guidelines and manuals; drafting Board papers related to the Fund's long-term modalities; supporting internal training on operationalizing adopted policies; providing guidance to countries on funding request requirements; preparing materials for Board meetings and consultations; and conducting ad hoc assignments as directed by the Program Manager. The role requires a proactive approach to pipeline and portfolio management, ensuring that all processes are aligned with the Fund's objectives and that lessons learned are documented and utilized for continuous improvement.
Required Qualifications: Candidates must possess an advanced degree (Master’s degree or equivalent) in a relevant field, along with at least 5 years of professional experience in programming, operations, and portfolio management. A proven understanding of economic and non-economic loss and damage from climate-induced events is essential, as is specialized expertise in areas such as climate change adaptation, disaster risk management, and financial instruments. Experience in designing, implementing, or evaluating climate change projects is highly desirable, as is knowledge of the international climate finance landscape. Candidates should also demonstrate strong analytical and drafting skills, effective communication abilities, and a capacity to work collaboratively across teams.
Educational Background: An advanced degree (Master’s degree or equivalent) in fields related to climate change, development finance, environmental science, or a similar discipline is required for this position. This educational background should provide a solid foundation in the principles and practices relevant to the role, particularly in relation to loss and damage from climate change.
Experience: The position requires a minimum of 5 years of relevant professional experience in programming, operations, and portfolio management. Candidates should have a track record of working on climate change issues, particularly in relation to loss and damage, and should be familiar with the processes and challenges faced by developing countries in accessing climate finance. Experience working with international financial institutions is highly desirable, as is experience in developing countries across various regions.
Languages: Proficiency in English is mandatory for this position. Additionally, knowledge of one or more UN languages beyond English, such as French, Spanish, Arabic, Russian, or Chinese, is considered an asset and may enhance a candidate's suitability for the role.
