DRC Syria employs an area-based approach to support internally displaced persons (IDPs), returnees, and host communities across various sectors, including Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding. Job Overview: The Finance Officer position at DRC involves providing essential financial and administrative support to both DRC and its partners, ensuring compliance with DRC and donor regulations and procedures. The role requires close collaboration with the finance team based in Damascus and is integral to DRC's localization commitments. The Finance Officer will be responsible for managing financial processes in the area office, ensuring timely and compliant financial processing for both direct and partner-based implementations. This position is crucial for maintaining financial integrity and supporting the overall mission of DRC in providing aid and assistance to displaced persons and communities in need. The Finance Officer will engage in daily accounting tasks, manage petty cash, prepare financial documentation, and assist in financial reporting and audits. The role demands a proactive approach to financial management, ensuring that all financial activities align with organizational standards and donor requirements, thereby contributing to the effective functioning of DRC's operations in Syria.
Duties and Responsibilities: The Finance Officer will undertake a variety of duties and responsibilities, including but not limited to: daily accounting and bookkeeping in accordance with the DRC financial handbook; managing petty cash transactions, including cash withdrawals and personal expenses; preparing weekly and monthly cash counts; maintaining accurate bank records and preparing journals and payments; ensuring timely book reconciliation and month-end closure; collecting and organizing all financial documentation such as bank statements, vouchers, contracts, and tender documents; representing finance in cash distribution for programmatic activities; participating in the bid opening process for RFQs; maintaining accurate records using DRC Dynamics; providing financial support and follow-up for partner-implemented activities; ensuring compliance with signed agreements and donor requirements; assisting in financial reviews of partner documentation; participating in financial verification visits to partner offices; and ensuring proper financial archiving of partner-related documentation. Additionally, the Finance Officer will assist in collecting, reviewing, and filing financial progress reports from partners, support the preparation of financial reports, contribute to area-level financial forecasting, and assist in internal and external audits by organizing financial documentation and responding to audit findings.
Required Qualifications: Candidates for the Finance Officer position must possess a minimum of three years of relevant work experience, with at least one year of experience in a non-governmental organization (NGO) setting. Experience in reviewing partner financial documentation and understanding sub-grant compliance requirements is considered an asset. Candidates should also have experience in carrying out administrative tasks, possess good communication skills, and demonstrate advanced proficiency in Excel, along with basic proficiency in PowerPoint and Word. Strong organizational and planning skills are essential to meet deadlines and ensure effective financial management.
Educational Background: The educational background required for the Finance Officer position includes a diploma or an equivalent professional qualification. This educational foundation is essential for understanding financial principles and practices relevant to the role.
Experience: The position requires a minimum of three years of relevant work experience, with at least one year specifically in an NGO environment.
