Job Overview:
The position of Administrative and Financial Coordinator is crucial for overseeing and coordinating the administrative, accounting, and financial services of the mission in Haiti. The coordinator is responsible for ensuring the financial balance of the mission and compliance with the procedures of Solidarités International, donor regulations, and the laws of the host country. This role serves as the primary point of contact for all matters related to management, accounting, and budget monitoring between the mission and headquarters. The coordinator will face specific challenges, particularly with a relatively junior finance team that requires support and training to enhance their capabilities. The mission is scaling up, necessitating the structuring of all departments, which the coordinator will help facilitate.

Duties and Responsibilities:
The Administrative and Financial Coordinator will have a range of responsibilities, including but not limited to:
  • Leading and coordinating the administrative, accounting, and financial services of the mission.
  • Ensuring financial balance and compliance with internal and external regulations.
  • Providing training and capacity building for the finance team.
  • Implementing and maintaining all Solidarités International procedures within the mission.
  • Improving and consolidating financial management and contract portfolios.
  • Acting as the liaison between the mission and headquarters for all financial matters.
  • Monitoring and reporting on financial performance and compliance with donor requirements.
  • Managing the preparation of budgets and financial reports.
  • Ensuring the proper management of financial resources and expenditures. 1
  • Addressing any financial discrepancies or issues that arise during operations.

Required Qualifications:
Candidates must possess a university degree at the BAC+4 level in Management, Accounting, Economics, or a related field. Additionally, candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 3-4 years in a similar position. Technical skills required include experience as a financial coordinator or director in a humanitarian mission, strong organizational and prioritization skills, and the ability to manage multiple tasks simultaneously. Proficiency in financial management for major institutional donors such as ECHO, CDCS, HF, SDC, and USAID is essential, along with advanced skills in Microsoft Office applications, particularly Excel.

Educational Background:
A university degree at the BAC+4 level in Management, Accounting, Economics, or a related discipline is required for this position. This educational background is crucial for understanding the complexities of financial management within a humanitarian context.

Experience:
The position requires candidates to have a minimum of 3-4 years of experience in the humanitarian sector, specifically in roles that involve financial management and coordination. Experience in a similar position is also necessary, ensuring that candidates are well-versed in the challenges and requirements of managing finances in a humanitarian setting.

Languages:
Fluency in French is mandatory as it is the working language of the organization. Proficiency in additional languages may be considered an asset but is not explicitly required for this position.

The position is a short-term contract with a duration of 6 months, starting as soon as possible. The salary for this position starts at EUR 2840 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 75
