Job Overview: The Sustainable Procurement Specialist will play a crucial role in supporting the Partnerships unit at UNOPS by developing new procurement projects that incorporate sustainable procurement practices. This position involves collaborating with various teams to share knowledge and provide technical assistance, ultimately enabling the Partnerships unit to create compelling procurement project proposals that prioritize sustainability. The specialist will be responsible for analyzing project requirements, developing procurement plans, and monitoring their implementation, ensuring that sustainability is integrated into all procurement activities. The role also includes contributing to knowledge networks, facilitating peer learning, and preparing high-quality technical documents and reports. The specialist will support cross-country engagement and knowledge management efforts, reinforcing the Partnerships team's capabilities in planning and executing procurement projects effectively.
Duties and Responsibilities: The Sustainable Procurement Specialist will undertake a variety of tasks, including:
Conducting analyses of project requirements and proposing cost-saving strategies for new projects.
Implementing strategic procurement practices, including supplier selection, quality management, and performance measurement.
Preparing and monitoring procurement plans for new projects in collaboration with the Partnerships Unit and Project Managers.
Developing and managing rosters of qualified suppliers and establishing evaluation mechanisms.
Synthesizing lessons learned and best practices in procurement.
Supporting the analysis of UNOPS' contributions to the 2030 Agenda and identifying opportunities for enhancing sustainable procurement practices.
Organizing peer learning events and knowledge exchange platforms.
Preparing technical reports, case studies, and procurement documents such as RFQs, ITBs, and RFPs. 1
Assisting in identifying funding and partnership opportunities to promote sustainable procurement practices.
Required Qualifications: Candidates must possess a strong understanding of sustainable procurement practices and project management principles. They should demonstrate adaptability, creativity, and a commitment to continuous learning. Excellent communication skills are essential, along with the ability to work collaboratively in diverse teams. Candidates should also exhibit integrity, respect for diversity, and a strong ethical foundation in their professional conduct. Familiarity with the UN system and its operational frameworks is highly desirable, as is experience in knowledge sharing and capacity building.
Educational Background: A bachelor's degree in a relevant field such as business administration, public administration, environmental science, or a related discipline is required. A master's degree in a relevant area would be an advantage. Candidates should have a solid academic foundation that supports their understanding of sustainable development and procurement practices.
Experience: Candidates should have a minimum of two years of relevant professional experience in procurement, project management, or a related field. Experience working in international organizations or within the UN system is highly desirable. Familiarity with sustainable procurement practices and their application in development projects is essential. Candidates should also have experience in stakeholder engagement and collaboration across various sectors.
Languages: Fluency in English is mandatory, while proficiency in French is highly desirable. Knowledge of Arabic would be an asset, given the regional context and the need for effective communication with local stakeholders.
Additional Notes: The assignment is for a duration of 12 months, and the position is based in Tunis, Tunisia. Volunteers will receive a Volunteer Living Allowance (VLA), which includes a Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents. International UN Volunteers are required to obtain an entry visa prior to arrival and will be supported in obtaining a residence permit upon arrival. The visa process typically takes between 5-15 working days, while the residence permit process may take 4-8 weeks. Volunteers are advised to begin these processes promptly upon arrival.
