Job Overview: The UN Volunteer will play a crucial role in the Flood Recovery Programme (FRP) under the supervision of UNDP. This position involves close collaboration with the Planning and Development Department of the Government of Sindh. The volunteer will be responsible for designing, developing, and maintaining software applications that support the Provincial Rehabilitation and Reconstruction Unit (RRU) in Sindh. The role requires the development of full-stack solutions, including backend systems, frontend interfaces, databases, and automated reporting tools. The volunteer will also design secure and scalable system architectures suitable for government use, manage data pipelines, and ensure the integration of various government systems. This position is vital for enhancing the governance mechanisms and capacities for resilient flood recovery in the region.
Duties and Responsibilities: The UN Volunteer will undertake a variety of tasks, including:
Software Development and System Architecture: Design, develop, and maintain software applications for the RRU; create full-stack solutions; build secure and scalable system architectures; and manage data pipelines and integrations with existing government systems.
Database Management and Data Engineering: Develop and manage SQL and NoSQL databases; establish data validation tools; organize provincial datasets for planning and reporting; and gather data for the Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) dashboard.
Hosting, Deployment, and Cybersecurity: Deploy systems in cloud or on-premises environments; configure servers and security" style="border-bottom: 1px dotted #007bff !important;">security protocols; manage CI/CD pipelines; and implement cybersecurity safeguards.
Support to Monitoring and Reporting Functions: Maintain monitoring tools; build modules for project tracking and performance indicators; and support integration with federal systems.
Troubleshooting, Quality Assurance, and Documentation: Conduct testing and debugging; prepare technical documentation; and ensure compliance with IT policies and data protection requirements.
Capacity Building and Coordination: Provide technical support and training to government officials; coordinate with UNDP and other stakeholders for smooth implementation of digital tools.
Required Qualifications: Candidates must possess a strong background in software development, particularly in full-stack development. Proficiency in programming languages such as Java, Python, or JavaScript is essential. Familiarity with database management systems, both SQL and NoSQL, is required. Candidates should also have experience in system architecture design, cybersecurity practices, and data engineering. Strong analytical and problem-solving skills are necessary, along with the ability to work collaboratively in a team environment. Excellent communication skills are also important for effective coordination with various stakeholders.
Educational Background: A bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset. Candidates should have a solid understanding of software development methodologies and best practices.
Experience: Candidates should have a minimum of 2-3 years of relevant experience in software development and system architecture. Experience working with government or international organizations is preferred. Familiarity with monitoring and evaluation systems, particularly in the context of disaster recovery or humanitarian assistance, will be advantageous.
Languages: Fluency in English is mandatory, as it is the working language of UNDP. Proficiency in Urdu or other local languages is highly desirable, as it will facilitate communication with local stakeholders and government officials.
Additional Notes: This is a national UNV assignment, and the volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 will be provided monthly to cover housing, utilities, and living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The position is full-time and requires commitment to the objectives of the UNDP and the Flood Recovery Programme.
