Job Overview:
The Project Assistant ICLA will play a crucial role in the implementation of Information, Counselling, and Legal Assistance (ICLA) activities across various field locations in the Northern Bahr el Ghazal (NBEG) State. This position involves providing confidential counselling services to beneficiaries of the ICLA project, conducting assessments, and monitoring community needs, particularly in areas where disputes may arise over access to land, water, and essential services. The Project Assistant will be responsible for engaging with communities and leaders to inform them about ongoing activities, ensuring that all assessments and monitoring forms are completed accurately and stored securely, while adhering to client confidentiality and do-no-harm principles. The role also includes preparing periodic progress reports and other necessary documentation, contributing to the overall success of the ICLA project.

Duties and Responsibilities:
The Project Assistant ICLA will coordinate ICLA activities in accordance with established strategies, proposals, budgets, and plans. Key responsibilities include ensuring compliance with NRC policies and donor requirements, engaging with community leaders, and breaking down annual operational plans into actionable weekly, monthly, and quarterly plans. The Project Assistant will coordinate with relevant partners, oversee the timely procurement and distribution of materials, and prepare necessary reports and documentation. Specific responsibilities include providing information, counselling, and legal assistance to beneficiaries, conducting community sensitization campaigns, implementing housing, land, and property (HLP) assessments, and reporting on progress and challenges to the ICLA Project Officer. The role requires adherence to security" style="border-bottom: 1px dotted #007bff !important;">security and confidentiality policies and effective collaboration with NRC colleagues and external stakeholders.

Required Qualifications:
Candidates must hold a bachelor’s degree in law or a related social science field from a recognized university. Experience in legal protection within a humanitarian or recovery context is essential, along with a proven track record of working in complex and volatile environments. Applicants should demonstrate documented results related to the responsibilities of the position, possess strong organizational and logistical skills, and have the ability to function effectively in challenging situations with limited infrastructure. Fluency in English, both written and verbal, is mandatory, and knowledge of Juba Arabic or other local languages is considered an advantage.

Educational Background:
A bachelor’s degree in law or any relevant social sciences from a recognized institution is required for this position. This educational background is crucial as it provides the necessary legal knowledge and understanding of social dynamics that are essential for effectively assisting beneficiaries in legal matters and community engagement.

Experience:
Candidates should have prior experience in legal protection, particularly in humanitarian or recovery contexts. Experience working in complex and volatile situations is highly valued, as it equips the candidate with the skills needed to navigate challenges effectively. Documented results that demonstrate the candidate's ability to fulfill the responsibilities of the position are also required.

Languages:
Fluency in English is mandatory for this role, as effective communication is essential for providing counselling and legal assistance. Knowledge of Juba Arabic and other local languages is advantageous, as it enhances the ability to connect with beneficiaries and understand their needs better.

Additional Notes:
This position is a full-time role with a contract duration of 6 months, subject to extension based on funding availability. The Project Assistant will be required to travel extensively, with approximately 90% of their time spent in field locations. The role is classified at Grade 4, Step 1, and reports directly to the ICLA Coordinator.
