Job Overview:
The ICLA Project Officer will play a crucial role in leading and supporting the implementation of the Information, Counselling, and Legal Assistance (ICLA) project across various field offices in Northern Bahr El Gazal State. This position involves extensive planning, execution, monitoring, evaluation, and reporting of project activities. The Project Officer will collaborate closely with project teams, government institutions, UN agencies, technical experts, and civil society to ensure the successful delivery of ICLA services. The role requires a proactive approach to identifying the needs of beneficiaries and implementing strategies that enhance the quality and effectiveness of the project. The Project Officer will also be responsible for training and developing team members, ensuring that all activities align with NRC's policies and donor requirements.

Duties and Responsibilities:
The ICLA Project Officer will be responsible for a wide range of duties, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing ICLA activities according to established strategies and budgets; preparing periodic status reports for management; maintaining proper documentation and filing systems; breaking down annual operational plans into actionable weekly, monthly, and quarterly plans; coordinating with relevant partners to ensure timely procurement and distribution of materials; training and developing team members; promoting technical improvements to enhance activity quality; ensuring that project beneficiaries are identified and assisted effectively; providing information, counselling, and legal assistance to beneficiaries; conducting assessments and monitoring activities in IDP, returnee, and host communities; planning and evaluating community sensitization campaigns; representing NRC in meetings with government authorities and partners; and performing other relevant tasks as assigned by management.

Required Qualifications:
Candidates must possess a bachelor's degree in social sciences or humanities from a recognized university. They should have experience working as a Legal Aid or Access to Justice Project Officer in a humanitarian or recovery context, with a proven track record of success in similar roles. Previous experience in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Candidates should also demonstrate knowledge of their own managerial skills and profiles, as well as fluency in English, both written and verbal.

Educational Background:
The educational background required for this position includes a bachelor's degree in social sciences or humanities from an accredited institution. This educational foundation is critical for understanding the complexities of legal assistance and humanitarian work, as well as for effectively engaging with diverse stakeholders in the field.

Experience:
The ideal candidate should have substantial experience working in legal aid or access to justice roles within humanitarian or recovery contexts. This includes familiarity with the challenges and dynamics of working in complex and volatile environments. Candidates should also have a history of documented results that demonstrate their ability to fulfill the responsibilities of the position effectively.

Languages:
Fluency in English is mandatory for this position, as it is essential for communication and reporting. Knowledge of Arabic and other local languages is considered an advantage, as it can enhance engagement with local communities and beneficiaries.

Additional Notes:
This position is a full-time fixed-term national contract with a duration of 8 months, subject to extension based on project needs and performance. The role requires significant travel, approximately 90%, to field sites within the Northern Bahr El Gazal State. The position is classified at Grade 5, Step 1, and reports directly to the ICLA Coordinator.
