Job Overview: The Cash & Market Systems Officer position is crucial for implementing strategic, technical, and operational leadership for all cash and voucher assistance (CVA) interventions across Core Competencies (CCs) in the Area Programme of Northern Bahr el Ghazal State (NBGS). The role is designed to ensure high-quality, accountable, and harmonized delivery of multipurpose cash assistance (MPCA) and sectoral cash, while also strengthening systems and coordination with both internal and external partners. The officer will act as the focal point for technical guidance in the area office, ensuring that CVA implementation aligns with NRC strategies, donor regulations, and humanitarian standards. This position requires frequent field travel to remote and high-risk locations, reflecting the dynamic and challenging environment in which NRC operates.
Duties and Responsibilities: The Cash & Market Systems Officer will be responsible for a variety of duties, including but not limited to: ensuring that CVA implementation aligns with NRC strategies and donor regulations; contributing to assessments, market analysis, and feasibility studies; facilitating the rollout of CVA tools, standard operating procedures (SOPs), guidelines, and monitoring systems; building the capacity of program staff and CVA focal points across CCs; coordinating with the Cash Working Group (CWG) and relevant clusters; ensuring accountability to affected populations; producing quality reports and documentation of lessons learned; leading the design of MPCA, including transfer value setting and targeting criteria; facilitating cash transfer mechanisms such as mobile money and vouchers; conducting risk analysis; and supporting CCs to integrate cash-based approaches into their programming.
Required Qualifications: Candidates must possess a Bachelor’s degree in economics, Development Studies, Social Sciences, Business Administration, or a related field. Strong technical expertise in cash and voucher assistance (CVA), multipurpose cash assistance (MPCA), and market-based programming is essential. Professional training in these areas is considered an asset. Additionally, candidates should have a minimum of 4-5 years of experience in CVA programming within humanitarian or development contexts, with demonstrated experience in MPCA design and implementation. Experience in fragile or conflict-affected settings, particularly in South Sudan, is preferred. Proven experience working with clusters, Cash Working Groups, and financial service providers (FSPs) is also required.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as economics, Development Studies, Social Sciences, or Business Administration. This foundational education is critical for understanding the complexities of cash and market systems and their application in humanitarian settings.
Experience: The position requires a minimum of 4-5 years of relevant experience in cash and voucher assistance programming, particularly in humanitarian or development contexts. Candidates should have a proven track record of leading assessments, capacity building, and coordination efforts, as well as experience in designing and implementing multipurpose cash assistance programs. Familiarity with the challenges of working in fragile or conflict-affected settings, especially in South Sudan, is highly valued.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Additionally, fluency in the local language is preferred, as it facilitates engagement with various stakeholders, including government authorities, financial service providers, and community-based organizations. Additional Notes: The position is a full-time fixed-term national contract with a duration of 6 months.
