Job Overview:
The Nutrition Health Information Systems Officer will play a crucial role in the deployment of the Nutrition Health component of the Program Information Management System (PRIMS) across Action contre la Faim's country offices in France. The officer will be responsible for organizing the definition of the nutrition health aspect of PRIMS on a global scale, collecting existing Nutrition-Health databases with the assistance of Technical Operational Referents, and ensuring that the standard for nutrition health is defined in accordance with international standards and national health ministry criteria. The role involves drafting functional specifications, contributing to the creation of system configuration packages, coordinating the definition of standard Nutrition/Health dashboards, and developing training materials. The officer will also participate in creating communication materials for the deployment methodology of PRIMS and contribute to the improvement of methods and tools used for its deployment. The position requires planning deployment steps, monitoring progress, and reporting to the Data Management Expert and steering committee, as well as facilitating change management and communication plans. The officer will present the deployment methodology to teams and train designated country office personnel on their roles and responsibilities, ensuring that documentation on deployment is up-to-date and of high quality.

Duties and Responsibilities:
The duties and responsibilities of the Nutrition Health Information Systems Officer include:
  • Organizing the definition of the nutrition health component of PRIMS globally.
  • Collecting existing Nutrition-Health databases with the help of Technical Operational Referents.
  • Ensuring the definition of nutrition health standards using international standards and national health ministry criteria.
  • Drafting functional specifications for the system.
  • Contributing to the creation of system configuration packages.
  • Coordinating the definition of standard Nutrition/Health dashboards.
  • Developing training materials for the deployment of PRIMS.
  • Creating communication materials for the deployment methodology.
  • Participating in the creation of the NHF documentation site for program data management methods and tools. 1
  • Improving methods and tools for PRIMS deployment. 1
  • Implementing the deployment methodology for the Nutrition Health component. 1
  • Contributing to the development and updating of the deployment plan. 1

Required Qualifications:
Candidates must hold a Master's degree in nutrition, public health, epidemiology, health statistics, or a related field. A demonstrated knowledge of health information systems (HMIS), ideally DHIS2, is essential. Additional training in data management, health information systems, or health informatics is considered an asset. Candidates should have 3 to 5 years of experience in nutrition/health within humanitarian or development contexts, with at least some experience in monitoring and evaluation, health/nutrition program data management, or technical coordination. Experience in field contexts (NGOs, Ministries of Health, UNICEF, etc.) and participation in projects involving digital monitoring, mobile data collection, or indicator harmonization is required. Candidates must be proficient in malnutrition management protocols (PCMA/IMAM), maternal/child health and nutrition indicators, reporting chains, Power BI (or equivalent), Kobo/ODK, CommCare, SurveyCTO, and must be comfortable with critical data analysis, anomaly identification, and continuous system improvement. They should be capable of translating the needs of Nutrition/Health teams into specifications for an information system and supporting, training, and assisting multi-site teams.

Educational Background:
The educational background required for this position includes a Master's degree in nutrition, public health, epidemiology, health statistics, or a related field. This advanced degree is crucial as it provides the necessary theoretical and practical knowledge to effectively contribute to the organization's mission of combating hunger and improving health outcomes in vulnerable populations. Additional training in health information systems or data management is highly desirable and can enhance a candidate's qualifications for the role.

Experience:
The position requires candidates to have between 3 to 5 years of relevant experience in the fields of nutrition and health, particularly within humanitarian or development settings. This experience should include a focus on monitoring and evaluation, data management for health and nutrition programs, or technical coordination. Candidates should also have practical experience in field contexts, such as working with NGOs, Ministries of Health, or international organizations like UNICEF. This level of experience is essential to ensure that the candidate can effectively manage the complexities of health information systems and contribute to the organization's goals.

Languages:
Proficiency in English, both spoken and written, is mandatory for this position. Additionally, advanced skills in Excel are required. While not mandatory, knowledge of other languages may be considered an asset, particularly if it enhances communication with diverse teams and stakeholders involved in the organization's work.

Additional Notes:
The position is classified as a cadre integrated role with a fixed-term contract lasting 9 months and is full-time. The workplace is located in Montreuil (Seine-Saint-Denis). The salary ranges from €37,000 to €44,000 gross annually, depending on experience. Employees are entitled to 25 days of paid leave per year and 21 days of RTT (reduction of working time). Health coverage and insurance are provided, with 80% of costs covered by Action contre la Faim. Salary maintenance provisions are in place for illness, maternity, and paternity. Transportation costs are partially reimbursed, covering 50% of the commuting expenses between home and work. Employees also receive meal vouchers, with 60% of the cost covered by the organization. The organization offers social benefits through the CSE (Comité Social et Économique). Remote work is permitted for all employees within metropolitan territory, with no mandatory in-person attendance required except for collective meetings and events, which may occur up to three days per month. Additionally, two days of in-person attendance are required during the onboarding process.
