Job Overview: The ET Consultant position at the World Bank involves overseeing a socioeconomic data collection initiative focused on refugees and internally displaced persons (IDPs) in Cameroon. This role is critical in informing evidence-based policy and programming through the collection and analysis of high-quality socioeconomic data. The consultant will be responsible for operational planning, stakeholder coordination, and ensuring ethical compliance throughout the data collection process. Duties and Responsibilities: The main duties and responsibilities of the ET Consultant include:
Planning and supervising field operations, ensuring access to camps and managing security" style="border-bottom: 1px dotted #007bff !important;">security and risk.
Coordinating with stakeholders such as government agencies, UN organizations, NGOs, and local authorities to secure permissions and facilitate data collection.
Designing and delivering training for enumerators and supervisors, including conducting cognitive testing of the survey instrument.
Ensuring ethical compliance in data collection, including consent, confidentiality, and safeguarding measures.
Implementing data quality assurance processes, including spot checks and validation rules.
Conducting quantitative analyses of the collected data and producing reproducible analytical outputs.
Drafting reports and disseminating findings to stakeholders through bilingual materials.
Leading the expert working group and managing regular coordination meetings to track progress and address challenges.
Required Qualifications: Candidates for the ET Consultant position must possess the following qualifications:
At least 5 years of experience conducting large-scale surveys in fragile, conflict, and violence (FCV) or displacement settings, with a strong advantage for experience in Cameroon.
Proven ability to secure access and operate in camps and displacement sites in coordination with government and humanitarian actors.
A track record in field management, ethical data collection with vulnerable populations, and implementation of data quality assurance systems for computer-assisted personal interviewing (CAPI) surveys.
Demonstrated analytical capacity in quantitative data management and analysis, with proficiency in reproducible workflows using Stata, R, or Python.
Experience with CAPI platforms and mobile device management, including secure data transfer and encryption protocols.
Strong documentation skills in data protection and anonymization protocols aligned with best practices.
Educational Background: The educational background required for the ET Consultant position includes an advanced degree (e.g., MA/MSc) in economics, statistics, social sciences, or a related field. This educational foundation is essential for understanding the complexities of socioeconomic data analysis and the methodologies used in large-scale surveys.
Experience: The position requires candidates to have a minimum of 5 years of relevant experience, particularly in leading multi-stakeholder field operations in fragile and conflict-affected contexts. Experience with humanitarian coordination and engagement with government entities is highly valued, as is familiarity with the specific challenges faced in Cameroon.
Languages: Proficiency in both English and French is mandatory for this position, as the consultant will be required to operate and produce deliverables in both languages. Additionally, the ability to deploy trained staff with relevant local language skills is considered beneficial.
