Job Overview:
The consultant will provide support for the effective management of projects related to peace, security, and humanitarian action within the regional office of ONU Femmes. This role involves contributing to project formulation, planning, implementation, monitoring, and evaluation, as well as knowledge management of projects and programs. The consultant will work closely with program and operations teams at the regional office and country offices, ensuring that women's perspectives are integrated into peace and security frameworks. The position requires a proactive approach to facilitate the incorporation of monitoring and reporting into program formulation, ensuring that the objectives of the Women, Peace, Security, and Humanitarian Action (WPSHA) agenda are met.

Duties and Responsibilities:
  • Contribute to the formulation and planning of WPSH projects by supporting project managers in designing project proposals and initiatives. Assist in preparing strategic planning sections and relevant documents such as project summaries and donor profiles. Follow up on required actions and report results.
  • Facilitate and contribute to the incorporation of monitoring and reporting in program formulation by developing monitoring indicators, plans, and quality assurance processes. Provide technical support to partners in developing performance monitoring frameworks and plans.
  • Coordinate the monitoring of results against regional objectives and ONU Femmes' strategic plan by designing tools for data collection and analysis. Regularly update risk analysis plans and provide substantial contributions to management notes for decision-making.
  • Collaborate with the Evaluation Unit to coordinate project evaluations, ensuring quality processes and products.
  • Facilitate communication of results to internal and external audiences, ensuring compliance with reporting requirements.
  • Contribute to knowledge development and capacity building by organizing sessions with partners to identify best practices and lessons learned, and developing training materials.

Required Qualifications:
The position requires a Master's degree or equivalent in Development, Project Management, International Business, Political or Social Sciences, Human Rights, Gender Studies, or related fields. Candidates should have at least 5 years of relevant professional experience in supporting the implementation, coordination, monitoring, and evaluation of programs/projects, as well as donor reporting and capacity building. Familiarity with monitoring and evaluation tools and applications is an asset, along with experience working with international development institutions such as UN agencies.

Educational Background:
Candidates must possess a Master's degree or equivalent in relevant fields such as Development, Project Management, International Business, Political or Social Sciences, Human Rights, or Gender Studies. This educational background is essential for understanding the complexities of gender equality and women's empowerment in the context of peace and security.

Experience:
A minimum of 5 years of relevant professional experience is required, particularly in supporting the implementation, coordination, monitoring, and evaluation of programs/projects. Experience in donor reporting and capacity building is also essential. Familiarity with UN systems, tools, and procedures is considered an asset, as is experience working with international development institutions.

Languages:
Fluency in French is mandatory, along with practical knowledge of English. Knowledge of another official UN language is an advantage, enhancing communication and collaboration in a diverse work environment.

Additional Notes:
The consultant will be based in Dakar, with participation in meetings required in the city and potential field missions in other regions of Senegal. The position does not require mandatory presence at the ONU Femmes office. The role emphasizes the importance of timely contributions to project design, monitoring, reporting, and evaluation, adhering to ONU Femmes' standards and policies.
