Job Overview: The Humanitarian Access and Safety (HAS) Officer plays a crucial role in ensuring the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of humanitarian operations in the North-East Area Office and related Field Office in Shostka, Sumska Oblast. This position involves supporting the implementation and monitoring of the organization's HAS Policy, plans, and procedures. The HAS Officer is expected to frequently engage in field activities to facilitate the safe delivery of programs and ensure the Duty of Care for all staff members. The role requires a proactive approach to developing and maintaining safety protocols, conducting risk assessments, and providing training to staff on safety and security measures. The HAS Officer will also be responsible for liaising with various stakeholders, including UN agencies and local authorities, to enhance humanitarian access and protect the operational space for humanitarian activities.
Duties and Responsibilities: The HAS Officer's duties include supporting the implementation of the NRC Global HAS Management System at the area level, preparing necessary reports, and executing area-specific elements of the HAS Operational Plan. The officer will contribute to creating a culture of safety and principled humanitarian response, develop area-level HAS documents such as contingency plans and access strategies, and assist in conducting Security Risk Assessments (SRAs). Additionally, the officer will conduct drills, train staff on safety topics, and provide briefings. The role involves liaising with external actors to gather security information, ensuring adherence to NRC policies, conducting physical verifications of HAS equipment, and preparing reports as needed. Specific responsibilities include facilitating HAS induction sessions for new staff, keeping HAS documents updated, conducting site assessments for new premises, monitoring vehicle and staff movements, and facilitating emergency training sessions. The officer will also promote safeguarding principles and manage HAS incidents as delegated by the line manager.
Required Qualifications: Candidates must possess a minimum of two years of relevant experience in humanitarian or development operations. A foundational understanding of Humanitarian Principles and their application in programmatic responses, as well as NGO safety and risk management, is essential. Previous experience in complex contexts is preferred. Proficiency in MS Office applications, particularly Word and Excel, is required. Additionally, candidates must have a working proficiency in the English language, both written and verbal, to effectively communicate and document safety protocols and reports.
Educational Background: The position requires a relevant educational background, typically in fields related to humanitarian studies, international relations, or security management. Candidates should have formal education that supports their understanding of humanitarian principles and operational safety.
Experience: The ideal candidate should have at least two years of experience in humanitarian or development operations, with a strong understanding of safety and risk management in complex environments. Experience in liaising with communities and authorities, as well as with NGOs, is highly valued. Previous roles that involved direct engagement in safety and security assessments will be advantageous.
Languages: Proficiency in English is mandatory, both written and verbal. Additional language skills, particularly in local languages or other relevant languages, are considered an added value and may enhance communication with local communities and stakeholders.
