Job Overview: The Finance Analyst position at UN Women is a critical role that involves providing financial assistance and support to offices within the ECA Region. The Finance Analyst will work under the direct supervision of the ECA Regional Office Operations Manager and will receive overall technical guidance from the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Financial Management at Headquarters. The primary functions of this role include ensuring compliance with financial regulations and accounting standards, providing training and support to finance users, and acting as the Audit focal point for the region. The Finance Analyst will also be responsible for managing financial planning, analysis, and reporting, as well as overseeing financial systems and processes to ensure accuracy and compliance with UN Women policies. This position requires strong collaboration with various teams, including Finance Section HQ, Programme and Operations colleagues, and UNDP staff, to ensure high performance and efficiency in financial management.
Duties and Responsibilities:
Manage financial planning, analysis, and provision of services to the Regional Office (RO) and Programme Presence Offices, ensuring compliance with UN Women internal control framework and policies.
Recommend and implement cost-saving strategies, review financial transactions, and coordinate with Finance Section HQ for amendments.
Oversee financial business processes and use of ERP systems for accurate reporting of financial transactions.
Analyze financial resources managed by the RO and provide professional advice on financial issues.
Monitor financial systems for unusual activities and assist with month-end and year-end financial reporting.
Prepare financial reports in accordance with International Public Sector Accounting Standards (IPSAS) and ensure compliance.
Manage the audit process, including pre-audit preparations and training for CO audits.
Manage programme/project budgets, ensuring proper planning and monitoring of financial resources.
Provide financial training and communication support to the region and Programme Presence Offices. 1
Required Qualifications: Candidates must possess a strong knowledge of accounting and financial management principles, particularly within the context of UN Women and its financial regulations. They should demonstrate business acumen, strategic thinking, and the ability to implement financial management systems and policies effectively. Strong analytical skills and the ability to provide sound financial advice are essential. Candidates should also have excellent communication skills and a personable approach to working with diverse teams and stakeholders.
Educational Background: An advanced (Masters) university degree in Finance or Accounting is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates who are professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage in the selection process.
Experience: Candidates should have a minimum of three years of extensive and progressively responsible experience in accounting and financial management, with at least one year at a supervisory level in a large international or corporate organization, preferably within the UN system. Experience with IPSAS or IFRS is required, along with proficiency in office software packages and web-based management systems, including ERP financial systems. Completion of the UN Women Accountancy & Finance Test is also required.
Languages: Fluency in English is mandatory for this position. A working knowledge of any other UN official languages is considered an asset and may enhance a candidate's profile.
