Job Overview: As a Chargé(e) de Projet – Ciblage, you will be responsible for planning, coordinating, and implementing activities related to the identification, selection, and verification of beneficiaries within a multi-sector humanitarian project. This project includes interventions in cash transfers, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, shelter, and protection. Your role will ensure that targeting processes are executed transparently, inclusively, and in accordance with vulnerability criteria defined by the project, donor requirements, and humanitarian standards. You will work closely with program teams, MEAL (Monitoring, Evaluation, Accountability, and Learning), and local partners to ensure that assistance reaches the most vulnerable populations. The position is based in Goma and is contingent upon project approval by funders.
Duties and Responsibilities: Your key responsibilities will include planning and coordinating the implementation of participant targeting activities according to vulnerability criteria and approved project procedures. You will supervise the processes of identification, selection, registration, and verification of participants in intervention areas. It is essential to ensure that targeting processes are participatory, transparent, and sensitive to protection, gender, and inclusion considerations. You will support the organization and conduct of community meetings and awareness sessions related to the targeting process. Additionally, you will oversee the collection, verification, and validation of beneficiary-related data, ensuring quality, consistency, and confidentiality in the data collected within project databases. Collaboration with the MEAL team is crucial to integrate targeting data into project monitoring systems. You will participate in field verification activities, quality control, and duplicate management, contributing to the implementation of accountability mechanisms for affected populations, including complaint management and feedback related to targeting. Ensuring that communities understand selection criteria and targeting processes is vital, as is supporting the analysis and resolution of complaints related to beneficiary selection. You will collaborate with local partners, authorities, and community leaders to ensure effective implementation of the targeting process and support the training and capacity building of field teams and partners on targeting procedures and data collection. Coordination with other technical teams within the project is necessary to ensure consistency between targeting and various sectoral interventions. Proper documentation of all targeting activities in accordance with CRS procedures and donor requirements is also required, along with contributing to programmatic reporting and documentation of project activities, and supporting the production of analyses and summaries related to targeting data.
Required Qualifications: The position requires a Bachelor's degree in a relevant field such as social sciences, international development, statistics, economics, project management, or a related area. A minimum of 2 to 3 years of professional experience in implementing humanitarian or development projects is essential, along with experience in field data collection and management. Candidates should demonstrate strong analytical skills, attention to detail, and the ability to manage and analyze data effectively. Good interpersonal skills and the ability to work efficiently with communities and partners are crucial, as is a proactive, results-oriented, and service-oriented attitude. Familiarity with digital data collection tools (e.g., Kobo, ODK, CommCare) is considered an asset, as is experience with humanitarian funds.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as social sciences, international development, statistics, economics, project management, or any other related discipline. This educational background is critical for understanding the complexities of humanitarian work and the methodologies involved in project implementation and data management.
Experience: The role requires a minimum of 2 to 3 years of professional experience in the implementation of humanitarian or development projects. Experience in humanitarian targeting processes, particularly in Cash and Voucher Assistance (CVA) or food security programs, is highly desirable. Additionally, experience working with national or international NGOs, community facilitation, and community engagement is beneficial. Familiarity with field data collection and management is also necessary to ensure effective project execution.
Languages: Fluency in French is mandatory, while proficiency in Swahili and relevant local languages for the project intervention area is advantageous. Strong language skills are essential for effective communication with beneficiaries and stakeholders, ensuring that all processes are understood and inclusive.
Additional Notes: The position may require up to 80% travel within project implementation areas.
