Job Overview: The consultant will play a crucial role in supporting the Women Peace Security and Humanitarian Action (WPSHA) pillar by improving the Humanitarian Response Plan in collaboration with the Humanitarian Country Team (HCT). The primary objective of this 6-month deployment is to enhance gender coordination mechanisms and provide timely and accessible gender data. The consultant will manage gender data, conduct gender analyses on relevant datasets, implement assessments to address information gaps, and provide technical oversight on monitoring and evaluation to ensure accountability to affected populations. The expected outputs include integrating gender data into crisis monitoring dashboards, producing high-quality gender analysis products, and improving the availability of reliable data for reporting and advocacy efforts. The consultant will also provide technical advice on gender and social inclusion in data collection and analysis efforts, ensuring that gender considerations are mainstreamed into sector response plans.
Duties and Responsibilities: The consultant's responsibilities will include capacity building of local staff and partners, managing gender data, conducting gender analyses, implementing assessments, and providing technical oversight on monitoring and evaluation. Specific duties include:
Providing gender technical assistance and integrating gender data into monthly crisis monitoring dashboards.
Regularly presenting humanitarian gender data developed during crisis responses.
Updating the DRC Gender Statistical Profile and producing high-quality gender analysis products for coordination platforms.
Improving the availability of reliable data for reporting, advocacy, and resource mobilization.
Developing standardized tools and templates for gender analysis.
Offering technical advice on gender and social inclusion in data collection efforts.
Participating in humanitarian data management bodies and contributing to sector response plans.
Conducting data collection and analysis, producing rapid gender alert infographics, and providing technical support to inter-agency coordination groups.
Supporting the identification of trends and emerging patterns through data analysis. 1
Organizing and overseeing gender analysis training for UN Women and partner staff. 1
Developing communication and advocacy messages on gender issues in humanitarian action. 1
Managing the design and development of proposals, assessments, and information management products related to gender-responsive humanitarian action.
Required Qualifications: The position requires a Master's degree or equivalent in gender studies, international relations, international development, or other social science fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. Candidates must have at least 5 years of progressively responsible experience in managing gender data, analysis, and reporting processes, particularly in emergencies. Technical experience in inter-agency coordination, preferably in protection cluster coordination, is essential. Experience in policy analysis, strategic planning, and building partnerships with governments, donors, and civil society organizations is also required. Familiarity with the UN system and experience in the region, particularly with the Emergency Response Plan (ERP), is an asset.
