Job Overview:
The Shelter & Settlement Project Manager will be responsible for overseeing the implementation of shelter projects aimed at improving the living conditions of displaced persons, returnees, and vulnerable host communities. This role involves ensuring compliance with NRC policies, managing shelter staff, contributing to the development of country and program strategies, and coordinating project implementation in line with donor requirements. The manager will also be tasked with providing technical direction to ensure high-quality project delivery, reporting progress to Area Managers and Shelter Specialists, and ensuring that projects effectively target beneficiaries in need of protection. The position requires a proactive approach to exploring new methods of assistance and promoting community participation in shelter solutions.

Duties and Responsibilities:
The duties and responsibilities of the Shelter & Settlement Project Manager include ensuring compliance with NRC policies, tools, manuals, and guidelines; managing shelter personnel; contributing to the development of country, area, and program strategies; initiating and participating in relevant project development; coordinating and managing the implementation of shelter projects, including activities, budgets, and project documentation; ensuring high-quality technical direction for projects; providing regular progress reports to Area Managers and Shelter Specialists; ensuring projects target beneficiaries in need of protection; exploring and evaluating new methods of assistance; developing and managing project budgets in cooperation with Core Competency Specialists; strengthening the capacity of staff and transferring key skills; liaising and collaborating with local and national authorities and stakeholders; and advocating for the rights of internally displaced persons (IDPs), refugees, and returnees according to advocacy strategies.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a technical area of expertise within a humanitarian or recovery context, with at least 2 years of experience in shelter project management or similar responsibilities. Documented results related to the responsibilities of the position are essential. A Master's degree or equivalent in civil engineering, architecture, construction, or a related field is required. Candidates should have experience working in complex and volatile contexts, knowledge of their own leadership skills, and proficiency in French, both written and spoken, with English proficiency considered an asset. Specific contextual knowledge of Eastern Congo and experience in capacity building of teams are also required, along with experience in emergency projects and prior work with emergency funders and at least one UN agency.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in a relevant field such as civil engineering, architecture, or construction. This educational foundation is crucial for understanding the technical aspects of shelter and infrastructure projects, as well as for ensuring compliance with humanitarian standards and practices.

Experience:
The position requires a minimum of 3 years of relevant experience in a technical field within humanitarian or recovery contexts, with at least 2 years specifically in shelter project management or similar roles. Candidates should have documented results that demonstrate their ability to manage projects effectively and deliver on objectives in challenging environments.

Languages:
Proficiency in French is mandatory, both written and spoken. Knowledge of English is considered a valuable asset, enhancing communication and collaboration in international contexts.
