Job Overview: The Senior Cash Coordination Expert will play a pivotal role in enhancing the quality and coherence of cash assistance in the Democratic Republic of the Congo, particularly in the eastern provinces where humanitarian needs are acute due to ongoing conflict and displacement. This position involves co-leading the national Cash Working Group, which is essential for coordinating cash responses that are evidence-based and accountable to the communities served. The expert will be responsible for ensuring that cash assistance strategies are harmonized and effective, thereby improving the overall response to humanitarian needs. The role requires a deep understanding of cash and voucher assistance, as well as the ability to engage with various stakeholders, including government institutions, donors, and local organizations. The position is based in Goma and is expected to commence in April 2026, with a deployment duration of 12 months.
Duties and Responsibilities: The Senior Cash Coordination Expert will have a comprehensive set of responsibilities, including:
Co-chairing and coordinating the national and provincial Cash Working Groups, ensuring that meetings are inclusive and well-prepared, reflecting the priorities of partners and operational realities.
Strengthening the quality and coherence of multipurpose and sectoral cash responses through the development of harmonized strategies, tools, and technical standards.
Leading or supporting updates to key frameworks, such as the multipurpose cash assistance strategy, transfer values, minimum expenditure basket, and post-distribution monitoring tools.
Improving cash information management, ensuring completeness of reporting, analysis, and effective use of dashboards and joint monitoring outputs.
Supporting market monitoring and coordination, including conducting joint market assessments and engaging with financial service providers.
Providing technical input to humanitarian planning and funding processes, including pooled fund allocations and response planning cycles.
Building the capacity of national and local organizations through technical guidance, learning events, and hands-on support.
Engaging constructively with clusters, donors, social protection actors, and government institutions to strengthen the enabling environment for cash assistance.
Required Qualifications: Candidates must possess extensive experience in cash and voucher assistance coordination, particularly in complex humanitarian contexts. They should demonstrate a proven ability to facilitate inter-agency coordination and provide strategic technical leadership among diverse stakeholders. A strong understanding of market-based programming, transfer value setting, monitoring, and quality assurance systems is essential. Additionally, candidates should have experience in supporting national and local organizations through capacity strengthening and inclusive coordination practices.
Educational Background: A relevant educational background is required, typically including a degree in humanitarian studies, international development, economics, or a related field. Advanced degrees may be preferred, particularly for candidates seeking to demonstrate a higher level of expertise in cash assistance and coordination.
Experience: Candidates should have significant experience in cash and voucher assistance coordination, ideally with a focus on multipurpose cash assistance in humanitarian settings.
