Job Overview: As a Senior Supply Chain Manager and a member of the Senior Management Team (SMT) at CRS in the Democratic Republic of the Congo, you will be responsible for the planning, management, and technical and operational supervision of all supply chain activities. This includes procurement, logistics, transportation, and warehousing, ensuring the effective and efficient delivery of goods to benefit poor and vulnerable populations. Your expertise will be crucial in anticipating and managing supply chain needs and challenges, introducing continuous improvement solutions, and applying principles of good stewardship, integrity, transparency, and accountability. The role requires collaboration with program managers to enhance supply chain planning and management, ensuring compliance with CRS regulations and international standards.
Duties and Responsibilities: Key responsibilities include collaborating with direct reports and program managers to strengthen supply chain planning and management. You will manage the definition of procurement and logistics service needs, desired specifications, delivery timelines, and procurement strategies, ensuring adequate coordination and communication. Accountability and transparency in all supply chain operations must be maintained in compliance with CRS and donor regulations, as well as international and local standards. You will effectively manage talent and provide supervision, ensuring team dynamics and staff well-being. This includes coaching, developing strategic individual development plans, and conducting performance evaluations. You will lead the design and implementation of strategic procurement and purchasing processes to identify, evaluate, select, and contract suppliers that offer the best value for the organization. Additionally, you will oversee logistics infrastructure, storage facilities, and transportation resources, ensuring proper handling and protection of assets, and implementing associated safety and security" style="border-bottom: 1px dotted #007bff !important;">security protocols. You will also supervise inventory control and manage comprehensive tracking and recording systems throughout the supply chain cycle, from request to delivery, ensuring timely preparation and submission of required reports. Creating and maintaining a conducive learning environment is essential, fostering a climate that encourages idea sharing, solution development, and the ability to quickly detect, analyze, and correct minor deficiencies. You will provide capacity-building guidance, including inter-departmental learning within CRS DR Congo.
Required Qualifications: The position requires a Master's degree in supply chain management or a related field, or equivalent experience. Professional certifications in supply chain management are a plus. Candidates should have experience in humanitarian supply chain management and familiarity with ERP systems. Strong leadership skills, the ability to work independently, sound judgment, and minimal supervision are essential. Knowledge and experience with various public donor regulations, a good understanding of Federal Acquisition Regulations (FAR), WHO regulations, and Generally Accepted Commodity Accountability Principles (GACAP) are also required. Additionally, candidates should have knowledge of national and international import-export legislation and current customs regulations, as well as experience and skills in personnel management that foster a learning environment.
Educational Background: A university degree (Bachelor's) in supply chain management or a related field is required. A Master's degree in supply chain management or a relevant field is strongly preferred, along with equivalent experience. Professional certifications in supply chain management are considered an asset.
Experience: Candidates should have a minimum of three (3) to five (5) years of professional experience in supply chain management, with progressive responsibilities in logistics, procurement management, transportation, and warehousing. Experience in humanitarian supply chain management is highly desirable.
Languages: Fluency in French and English is required. Knowledge of Lingala and Swahili is preferred. The candidate must be willing and able to travel up to 50%.
Additional Notes: This position involves supervisory responsibilities and requires collaboration with various stakeholders, including internal teams and external suppliers, tax authorities, customs authorities, customs agents, freight forwarders, transporters, consultants, and peer agencies. The successful candidate is expected to sign and adhere to CRS' Code of Conduct and must undergo a pre-employment medical clearance.
