Job Overview:
The position of UNFPA Consultant International P4 is crucial for the ongoing reforms in the Democratic Republic of the Congo aimed at enhancing the national health system, improving pharmaceutical governance, and accelerating the implementation of Universal Health Coverage (UHC). The consultant will provide high-level strategic expertise to analyze the interactions between national reforms and institutional reforms, identify sustainable financing opportunities for the supply chain, and propose strategic directions to sustainably strengthen national capacities for managing the pharmaceutical subsystem. This role is pivotal in supporting the reduction of avoidable maternal, neonatal, and child deaths through the financing of priority interventions related to health infrastructure, qualified human resources, and the availability of essential health products.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:

• Analyzing national and institutional reforms affecting the pharmaceutical subsystem and supply chain, including the SNAM, ANAMED, TPS/FPS, and UHC financing mechanisms.
• Supporting the integration and financing of reproductive health products within national and international financing mechanisms.
• Developing a strategic roadmap for UNFPA's positioning in supporting pharmaceutical subsystem reforms and resource mobilization, including organizing roundtables with public, private, and technical actors.
• Identifying opportunities for integrating health priorities into the mandates of mining companies to finance health infrastructure and essential health products.
• Contributing to resource mobilization efforts in the Lualaba province, including preparing roundtables and workshops with local development committees and health zone leaders.
• Formulating strategic recommendations for strengthening national governance, regulation, financing, and supply chain management capacities.
• Conducting a national assessment of quantification capacities to improve existing methods for reproductive and maternal health products.

Required Qualifications:
Candidates must possess a higher education degree in public health, pharmacy, health economics, supply chain management, or a related field. A minimum of 10 years of experience in health system strengthening and supply chain management is required. Demonstrated expertise in pharmaceutical reforms, health financing mechanisms, and institutional strengthening is essential. Experience with UN agencies, development banks, or major international donors is highly desirable. Candidates should also have a good understanding of funding mechanisms from the Global Fund, GAVI, World Bank, or GFF, and experience in resource mobilization and public-private partnerships.

Educational Background:
The educational background required for this position includes a higher education degree in relevant fields such as public health, pharmacy, health economics, or supply chain management. Advanced degrees or specialized training in these areas will be considered an asset.

Experience:
The position requires a minimum of 10 years of relevant experience in health system strengthening and supply chain management. Candidates should have a proven track record of working with international organizations, particularly in the context of health financing and pharmaceutical reforms. Experience in resource mobilization and facilitating multi-stakeholder dialogues is also essential.

Languages:
Fluency in French is mandatory, given the location and the primary language of communication in the Democratic Republic of the Congo. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and partners.

Additional Notes:
The consultancy is expected to last for a period of six months, starting from the date of signing the contract. A detailed timeline will be validated at the beginning of the mission, and activities related to the preparation of workshops and roundtables in the Lualaba province should be proposed in the early weeks of the consultancy. The position may involve working closely with various stakeholders, including government institutions, technical and financial partners, and private sector actors, particularly in the mining sector.
