Job Overview:
The position of Responsable Audit, Risques & Conformité involves overseeing and developing the local ARC function, which includes risk management, internal and external audits, fraud prevention, and safeguarding. Reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, the role is crucial for enhancing internal controls and risk mitigation systems in the country office, in line with the policies and tools defined by the ARC sector. The successful candidate will coordinate and facilitate risk management, respond to external audits conducted by donors, partners, and public authorities, and implement internal audit and control activities. Additionally, the role includes contributing to the prevention and management of fraud and safeguarding situations, identifying and managing risks related to operational partnerships, and overseeing the overall ARC function within the country office. The position also involves direct management of a Compliance Officer and a Safeguarding Officer, both of whom are currently being recruited.

Duties and Responsibilities:
  • Coordinate and facilitate risk management processes within the country office.
  • Manage responses to external audits conducted by donors, partners, and relevant authorities.
  • Implement and oversee internal audit and control activities to ensure compliance with organizational standards.
  • Support the prevention and management of fraud and safeguarding issues.
  • Identify, report, and manage risks associated with operational partnerships.
  • Oversee the overall ARC function, ensuring alignment with organizational policies and tools.
  • Directly manage the Compliance Officer and Safeguarding Officer, providing guidance and support in their roles.
  • Collaborate with various departments to enhance internal controls and risk mitigation strategies.
  • Conduct training and capacity-building initiatives related to audit, risk management, and compliance. 1
  • Prepare reports and documentation for internal and external stakeholders regarding audit findings and risk assessments.

Required Qualifications:
The ideal candidate must hold a university degree and possess at least five years of experience in international development, humanitarian aid, or a related field. Experience should include collaboration with international partners. Candidates should have a solid understanding of project management cycles, project management tools, budgeting processes, and donor regulations. Strong organizational and research skills are essential, along with a comprehensive understanding of various sectors and program activities. The candidate must demonstrate attention to detail, the ability to manage multiple tasks simultaneously, and prioritize effectively. Critical thinking skills, problem-solving abilities, and sound judgment in decision-making are crucial. Flexibility and reliability in a dynamic work environment are also important, as is the ability to work independently and as part of a team, encouraging colleagues to contribute to shared goals.

Educational Background:
A university degree is required for this position, ideally in a field related to international development, humanitarian studies, or a similar discipline. Advanced degrees or certifications in audit, risk management, or compliance are advantageous and may enhance a candidate's profile.

Experience:
Candidates should have a minimum of five years of relevant experience in international development, humanitarian assistance, or a related sector. This experience should include direct involvement in risk management, auditing, and compliance functions, as well as collaboration with international partners and stakeholders.

Languages:
Proficiency in English, both spoken and written, is mandatory for this position. Knowledge of French is highly desirable, given the operational context in the Democratic Republic of the Congo. Additional language skills relevant to the region may be considered an asset.

Additional Notes:
This position is offered on a fixed-term contract basis under French law for a duration of six months. The gross monthly salary ranges from €2597 to €2968, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to $1032 net, paid on the ground, along with a monthly contextual allowance of €30
  • An annual child allowance of €1500 per child is provided, with a ceiling of €6000 per year. Transportation and accommodation are covered, with collective housing arrangements. Medical coverage includes 100% reimbursement of health insurance contributions and repatriation insurance, as well as medical expenses up to one month after the end of the contract. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks, along with a flat allowance of €215 per RnR. Field travel may include regions such as Ituri, Nord-Kivu, and Kasai.
