Job Overview:
The Team Leader for the Green Growth Programme Component 3 (SCAFIN) will play a crucial role in ensuring the successful achievement of the program's three key outcomes: enhancing access to finance for climate-smart agribusinesses, catalyzing private investment, and promoting sustainable economic growth. This position requires a strong technical manager with a focus on external collaboration, capable of influencing financial institutions and partners to develop effective solutions. The Team Leader will be responsible for strategic vision, partnership development, and driving innovation in financial inclusion within the agricultural sector in DRC. The role involves engaging with stakeholders, leading program implementation, and ensuring alignment with Mercy Corps' objectives and the broader goals of the Green Growth Programme.

Duties and Responsibilities:
The Team Leader will be responsible for developing partnerships with financial institutions, leading the strategic vision for Component 3, and ensuring collaboration with partners to enable agribusinesses to secure investments. They will engage in stakeholder engagement, drive innovation in financial solutions, and provide thought leadership on financial inclusion and climate-smart finance. The role includes overseeing program management, ensuring compliance with regulations, and promoting a culture of learning and accountability within the team. The Team Leader will also manage the Component 3 team, ensuring high-quality implementation and alignment with strategic objectives, while fostering a motivated and cohesive team environment.

Required Qualifications:
Candidates must have a minimum of 10 years of professional experience in financial sector development, blended finance, impact investment, or agribusiness finance. They should possess a strong understanding of designing and implementing blended finance instruments and have at least five years in a senior leadership role overseeing complex programs. Proven strategic leadership experience, excellent communication skills, and the ability to build relationships with financial institutions and stakeholders are essential. Familiarity with FCDO-funded programs and experience in Africa, particularly in DRC, are strongly preferred.

Educational Background:
An advanced degree (MA/MSc or equivalent) in finance, economics, business administration, development economics, or a related field relevant to sustainable finance or private-sector development is required for this position.

Experience:
The ideal candidate should have extensive experience working with financial institutions and investors to provide inclusive finance to underserved markets. Experience in agri-finance, FinTechs, and AgTechs is a plus. The candidate should also have a demonstrated ability to lead diverse technical teams and foster a culture of adaptive management and innovation.

Languages:
Fluency in English is mandatory, while proficiency in French is required. Additional language skills relevant to the DRC context would be advantageous.

Additional Notes:
The position is based in Kinshasa, DRC, with housing provided under housing allowance regulations. The role requires regular travel to various provinces, including Kongo Central, Kwilu, Mai-Ndombe, and Kwango, which may involve unstable areas with strict security rules. The living conditions in field locations are basic but secure, and the organization provides support for health services and evacuation options for serious illnesses.
