Job Overview:
The Executive Officer position involves supporting the Representative in coordinating, managing, and planning activities systematically and organized. The role includes managing an effective system for incoming information, including correspondence, decision notes, and other institutional documents that form an essential part of the organization's archives. The Executive Officer will also be responsible for drafting work plans, annual reports, correspondence, and other planning documents related to the team's objectives. This position is crucial for ensuring that the office operates efficiently and effectively, contributing to the overall mission of UNICEF in the DRC.

Duties and Responsibilities:
  • Support the definition of priorities and decision-making within the office by managing the flow of information to the supervisor, identifying urgent issues that need to be addressed, and proposing actions.
  • Analyze supporting documents and summarize key points for the supervisor.
  • Ensure that appropriate actions are taken by section/division heads on issues brought to the supervisor's attention.
  • Consult with section/division heads to obtain timely and reliable information on matters requiring action, decision, or approval from the supervisor.
  • Prepare the supervisor for meetings and missions by drafting briefing notes, researching relevant information, and establishing contacts on topics to be discussed.
  • Research, collect, and synthesize qualitative and quantitative information and data to contribute to comprehensive and evidence-based information for annual work plan development.
  • Collect, draft, and/or organize documents and related documentation for office strategies to ensure optimal impact, scope, and sustainability of achievements/results.
  • Evaluate and/or recommend appropriate information and documents for office initiatives, verifying their accuracy and quality for dissemination.
  • Prepare, distribute, and update office event calendars, ensuring key organizational and partner events, priorities, and deadlines are considered and updated as necessary. 1
  • Contribute to logistical preparations for events attended by senior management and follow up on the implementation of recommendations and actions taken by relevant offices. 1
  • Coordinate the preparation of reference documents and materials for meetings.

Required Qualifications:
  • A university degree in international relations, political science, public administration, or another relevant technical field.
  • At least two (2) years of relevant professional experience in external relations, public affairs, or international development cooperation, preferably within the United Nations, a government institution, or an NGO.
  • Proven writing and editing skills.
  • Excellent communication skills.
  • Demonstrated ability to act with discretion and diplomacy is essential for this role.
  • High standards of integrity and confidentiality.
  • Proven ability to work effectively in a team, cope with pressure and setbacks, and react and adapt to change.
  • Strong analytical skills, results-oriented, as well as planning and organizational skills.
  • Proven ability to work in a multicultural environment and establish harmonious and effective working relationships. 1
  • Ability to work proactively and with minimal supervision, follow instructions, procedures, and policies, and meet delivery deadlines. 1
  • Excellent time management skills to handle conflicting and urgent priorities. 1
  • Good knowledge of standard office software and tools.

Educational Background:
A university degree in international relations, political science, public administration, or another relevant technical field is required for this position.

Experience:
At least two (2) years of relevant professional experience in external relations, public affairs, or international development cooperation is required, preferably within the United Nations, a government institution, or an NGO.

Languages:
Fluency in French (oral and written) is mandatory, along with a good knowledge of English. Desirable languages include any additional languages that may enhance communication within the organization and with partners.
