Job Overview:
The Chargé/e de Projet Principal ICT4D is responsible for the technical, operational, and strategic coordination of digital systems and information management tools within a multi-sector humanitarian project. This role encompasses financial aid, WASH (Water, Sanitation, and Hygiene), protection, and other forms of emergency assistance. The incumbent will contribute to achieving project objectives by overseeing the implementation of digital systems related to beneficiary registration, data collection and analysis, operational monitoring, electronic distributions/vouchers, project databases, and management dashboards. The position requires close collaboration with Program, MEAL (Monitoring, Evaluation, Accountability, and Learning), Supply Chain, Finance teams, and partners to ensure that digital solutions are effective, secure, and compliant with CRS and donor standards.

Duties and Responsibilities:
Key responsibilities include coordinating the establishment and management of ICT4D and information management systems for the project in accordance with CRS standards and donor requirements. The incumbent will supervise the development, adaptation, and maintenance of digital data collection tools (such as Kobo, ODK, CommCare, RedRose, or equivalent). They will manage project databases, including beneficiary data, targeting, distributions, post-distribution monitoring, and complaints/feedback. Ensuring the quality, protection, confidentiality, and security" style="border-bottom: 1px dotted #007bff !important;">security of collected and stored data is crucial. The role also involves supporting cash/voucher interventions through digital platforms and electronic voucher systems, including data registration and reconciliation. The Chargé/e de Projet Principal will develop and update dashboards, tracking, and analytical tools for project management and decision-making. Daily technical support will be provided to field teams and partners on the use of digital tools. The incumbent will identify technical challenges and coordinate quick solutions to minimize implementation impact. Capacity building for CRS staff and partners on digital systems and data management is also a key responsibility. Coordination with the MEAL team to integrate indicators and ensure data quality is essential, as is ensuring electronic archiving and documentation of established systems. The role contributes to program reporting by providing analyses, statistics, and consolidated data, and supports ongoing assessments of the project's technological needs while proposing improvements.

Required Qualifications:
The position requires a Bachelor's degree in computer science, information systems, statistics, data management, engineering, or a related field. A minimum of 2 years of relevant experience in ICT4D, information management, or digital systems within humanitarian or development projects is essential. Experience in managing databases and mobile data collection tools, as well as supporting multi-sector field operations, is also required. Candidates should demonstrate personal accountability, integrity, trustworthiness, collaboration skills, and a willingness to learn from experiences. Strong organizational skills and the ability to work under pressure in emergency situations are necessary, along with a proactive, results-oriented attitude.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field such as computer science, information systems, statistics, data management, engineering, or a closely related discipline. This educational background is crucial for understanding the technical aspects of the role and effectively managing digital systems and data.

Experience:
The role requires a minimum of 2 years of relevant experience in ICT4D, information management, or digital systems within humanitarian or development contexts. Candidates should have experience in managing databases and mobile data collection tools, as well as providing support for multi-sector field operations. Experience with cash and voucher assistance programs, e-vouchers, or multi-purpose cash assistance is preferred, along with familiarity with data collection and management tools such as RedRose, CommCare, ODK, and Power BI.

Languages:
Fluency in French is required, with Swahili and relevant local languages being advantageous for the project's implementation area. Proficiency in these languages will facilitate effective communication with local communities and stakeholders.

Additional Notes:
The position may require up to 70% travel to project implementation areas.
