Job Overview:
The consultant will provide essential technical assistance to Argentina and Bolivia, focusing on port management and development. This role involves working closely with the Chief of Human Resources Development Section/TrainForTrade and the Coordinator of the Spanish Speaking Network of the Port Management Programme. The consultant's primary responsibilities include conducting risk analyses, identifying technical issues, and preparing comprehensive reports that will aid in the understanding of various proposed alternatives for port development. The position is home-based, allowing for flexibility while still requiring active participation in meetings and consultations.

Duties and Responsibilities:
  • Provide technical assistance to Argentina regarding the concession of Port Buenos Aires, which includes: a. Identifying technical and engineering matters that may require analysis and providing related comments. b. Undertaking a risk analysis of the concession project to identify potential challenges and opportunities. c. Making recommendations based on best practices in port management and engineering. d. Advising the Agencia Nacional de Puertos y Navegación (ANPYN) team on technical assistance matters to enhance their technical capacity. e. Attending preparatory technical meetings both online and in person as required to facilitate collaboration and communication. f. Conducting and responding to necessary consultations and analyses related to technical matters to ensure informed decision-making. g. Preparing technical assistance reports that contribute to a better understanding of the different proposed alternatives for the port's development.
  • Provide technical assistance to Bolivia on general port development and specific technical matters, which includes: a. Identifying technical and engineering issues that may require analysis and providing related comments. b. Undertaking a risk analysis of the concession project to assess potential risks and mitigation strategies. c. Making recommendations based on best practices to improve port operations. d. Attending preparatory technical meetings online and in person as required to support project development. e. Conducting and responding to necessary consultations and analyses related to technical matters to ensure comprehensive understanding. f. Preparing technical assistance reports that contribute to a better understanding of the different proposed alternatives for port development in Bolivia.

Required Qualifications:
An advanced university degree (Master's) in a subject related to the maritime/port management sector, Civil Engineering, Business Administration, or a related field is required. The candidate must possess at least 8 years of professional experience in programme management, with specific responsibilities in technical and civil engineering or construction management, including the coordination of related activities. Experience with technical and civil engineering matters in ports is desirable, as is experience with maritime or port tender processes. Familiarity with the TrainForTrade Port Management Programme is also desirable.

Educational Background:
Candidates must hold an advanced university degree (Master's) in a relevant field such as maritime or port management, Civil Engineering, Business Administration, or a related discipline. This educational background is crucial for understanding the complexities of port operations and management.

Experience:
The position requires a minimum of 8 years of professional experience in programme management, specifically in technical and civil engineering or construction management. Candidates should have a proven track record of coordinating related activities and managing projects effectively. Experience in the maritime or port sector, particularly with technical and civil engineering matters, is highly desirable.

Languages:
Fluency in Spanish, both oral and written, is required for this position. This proficiency is essential for effective communication and collaboration with stakeholders in Argentina and Bolivia. Knowledge of additional languages may be considered an asset but is not mandatory.
