Job Overview: The Programme Manager will play a crucial role in managing the implementation of key projects aimed at enhancing social protection systems in Vietnam. This position is integral to the ILO's efforts to support national constituents in implementing a multifaceted social program portfolio, which aligns with the Decent Work Country Programme (DWCP) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). The Programme Manager will oversee projects funded by Irish Aid and the Australian Government's Department of Foreign Affairs and Trade (DFAT), focusing on creating a multi-tiered social protection system that addresses the needs of vulnerable populations. The role involves ensuring effective coordination, monitoring, and evaluation of project activities, as well as mobilizing additional resources to expand the ILO's social protection portfolio. The Programme Manager will also provide high-level technical advice and support to Vietnamese counterparts and collaborate with various stakeholders, including government agencies and other UN organizations, to achieve the objectives of the projects.
Duties and Responsibilities:
Ensure effective coordination, implementation, monitoring, and evaluation of the Programme/Projects activities, in accordance with ILO policies and guidelines.
Manage human resources for the projects, including recruitment, training, and performance monitoring.
Prepare periodic progress reports and establish coordination with UN partner agencies and external partners in Vietnam.
Manage funds and budgets assigned to ILO in the DFAT and Irish Aid Projects effectively.
Lead resource mobilization efforts to expand the ILO’s social protection portfolio, identifying funding opportunities and developing high-quality project proposals.
Provide technical expertise and advice to stakeholders, including government ministries and social partners.
Conduct research and produce technical reports and communication products to raise the visibility of the Programmes.
Develop and lead seminars, workshops, and training courses related to social protection.
Promote ILO social security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies and gender equality in all project aspects. 1
Contribute to the UNSDCF Subgroup on social protection and carry out other duties as assigned by the director" style="border-bottom: 1px dotted #007bff !important;">Country Director.
Required Qualifications: Candidates must possess an advanced level university degree in economics, social sciences, law, or other relevant fields. A first-level university degree in one of these fields, combined with an additional two years of relevant experience, will also be accepted. Candidates should demonstrate a strong understanding of social protection systems and policies, as well as the ability to provide technical advisory services in this area.
Educational Background: An advanced level university degree in economics, social sciences, law, or other relevant fields is required. Alternatively, a first-level university degree in one of these fields, along with two additional years of relevant experience, will be accepted in lieu of an advanced degree.
Experience: Candidates should have at least seven years of experience in providing technical advisory services in social protection, including experience at the international level. Experience in decent work, the care economy, and integrated approaches to jobs and social protection is considered an asset.
Languages: Excellent command of English is required, including the ability to draft documents quickly and clearly. Proficiency in additional languages may be beneficial but is not mandatory.
Additional Notes: The position is a fixed-term contract for 12 months, with the possibility of extension subject to funding availability and satisfactory performance.
