Job Overview:
As a Chargé(e) de Projet – ICT4D, you will play a crucial role in the planning, deployment, and monitoring of digital solutions used in a multisectoral humanitarian project. This includes interventions related to cash transfers, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, and protection. Your responsibilities will involve supporting the implementation and management of technological tools and information systems for data collection, beneficiary registration, database management, and project activity tracking. You will collaborate closely with program teams, MEAL (Monitoring, Evaluation, Accountability, and Learning), and partners to ensure the effective, secure, and compliant use of ICT4D tools, thereby enhancing the quality, transparency, and efficiency of CRS interventions. The position requires a proactive approach to problem-solving and a commitment to improving project outcomes through technology.

Duties and Responsibilities:
Your key responsibilities will include supporting the design, implementation, and management of digital tools used in the project, particularly for data collection, participant registration, and activity tracking. You will develop, adapt, and maintain digital data collection tools (e.g., KoboToolbox, ODK, CommCare, or similar platforms) in coordination with the MEAL team. Additionally, you will manage and maintain project databases, including participant and distribution databases, ensuring the quality, security, and confidentiality of data collected during project activities. You will provide technical support to field teams and partners in using ICT4D tools and digital platforms, assist in training field teams and partners on the use of digital tools and data collection systems, and collaborate with the program and MEAL teams to integrate data into project monitoring and analysis systems. Furthermore, you will contribute to the development and improvement of monitoring tools, dashboards (PowerBI), and information management systems, support the resolution of technical issues related to digital tools used in the project, and ensure that ICT4D solutions comply with CRS and donor data management policies and standards. Lastly, you will contribute to documenting the ICT4D systems used in the project and to programmatic reports related to data management.

Required Qualifications:
The position requires a Bachelor's degree in a relevant field such as information technology, computer science, information systems, statistics, data management, or a related area. A minimum of 2 years of professional experience in information systems management or the use of ICT4D tools in humanitarian projects is essential. Experience in database management and digital data collection is also required. Candidates should possess strong skills in MS Office tools (Excel, Word, PowerPoint), a good understanding of database management systems and digital data collection tools, and the ability to analyze and structure data effectively. Strong problem-solving skills, good communication abilities, and the capacity to train and support teams in using digital tools are also necessary. A proactive attitude, results-oriented mindset, and a service-oriented approach are highly valued.

Educational Background:
Candidates should have at least a Bachelor's degree in a relevant field such as information technology, computer science, information systems, statistics, or data management. A high school diploma is required, but a Bachelor's degree is preferred. Additional education may substitute for some experience, particularly in the context of project support.

Experience:
The position requires a minimum of 4 years of work experience in project support, particularly in the field of ICT4D or related areas within an NGO context. Experience in deploying ICT4D tools in humanitarian programs, especially in Cash and Voucher Assistance (CVA) projects, is highly desirable. Familiarity with digital data collection platforms (Kobo, ODK, CommCare, SurveyCTO, or equivalent) and experience in creating and using dashboards (PowerBI) are also beneficial. Experience working with national or international NGOs and knowledge of data protection principles and secure information management practices are preferred.

Languages:
Fluency in French is required, along with proficiency in Swahili and relevant local languages for the project's intervention area. Strong communication skills in these languages will facilitate effective collaboration with local teams and stakeholders.

Additional Notes:
The position may require up to 40% travel to project implementation areas. The successful candidate is expected to adhere to CRS's Code of Conduct and safeguarding policies. The anticipated duration of the assignment may be informed by a term limit based on the job type and level, as well as the agency's needs.
