Job Overview:
The Senior Communications Officer will be a key player in the IMF's Communications Department, specifically within the Stakeholder Engagement Division (COMSE). This position focuses on enhancing engagement with civil society organizations (CSOs) globally. The officer will be responsible for developing and implementing innovative engagement strategies that align with the IMF's mission and objectives. The role requires a deep understanding of the IMF's operations and the ability to communicate effectively with various stakeholders, including civil society, labor unions, think tanks, and academics. The officer will also contribute to the broader communications strategy of the Fund, ensuring that key messages resonate with external audiences and foster a positive perception of the IMF's work.

Duties and Responsibilities:
The Senior Communications Officer will lead the planning and execution of engagement strategies with civil society organizations at a global level. This includes reviewing and updating the 2015 Guidelines on IMF Staff Engagement with CSOs and developing a communications strategy to promote these guidelines. The officer will coordinate the development of frameworks for regional and local engagement with CSOs, manage the IMF's participation in the Civil Society Policy Forum during the IMF/World Bank Annual and Spring Meetings, and oversee the CSO Fellowship program. Additionally, the officer will monitor CSO opinions and feedback regarding the IMF's work, lead public consultations with civil society on key policy issues, and prepare briefs for IMF Management for stakeholder engagements. The role also involves collaborating with other departments on communication issues and contributing to divisional and departmental projects as needed.

Required Qualifications:
Candidates must possess an advanced university degree in Communications, International Relations, Languages, or a related field, along with a minimum of eight years of relevant professional experience. Alternatively, a university degree with fourteen years of relevant experience is acceptable. The ideal candidate will have a proven track record in building relationships with non-media stakeholders, particularly civil society organizations, and possess leadership experience in communications. Strong organizational and planning skills, excellent written and oral communication abilities, and the capacity to build trust across various stakeholders are essential. The candidate should also demonstrate strong advocacy skills and the ability to synthesize diverse perspectives to build consensus.

Educational Background:
The position requires an advanced university degree in a relevant field such as Communications, International Relations, or Languages. Candidates with a university degree and extensive professional experience may also be considered. The educational background should provide a solid foundation for understanding the complexities of international relations and communications strategies.

Experience:
Candidates should have a minimum of eight years of relevant professional experience in communications, stakeholder engagement, or a related field. This experience should include a strong focus on relationship building with civil society organizations and a demonstrated ability to lead strategic communications initiatives. Experience in high-profile public engagement and stakeholder activities is highly desirable.

Languages:
Fluency in English is mandatory, as the role requires strong written and oral communication skills. Proficiency in additional languages is considered an asset, particularly languages relevant to the IMF's member countries, which may enhance engagement with diverse stakeholders.

Additional Notes:
The position is classified at levels A13 and A14 within the IMF's organizational structure. The selected candidate will maintain their open-ended status if they are a regular staff member. If the candidate is a contractual employee, they will be offered a Term staff appointment.
