Job Overview:
The Senior Program Officer (SPO) for the EpiC MNCH+N Project in Mozambique will play a crucial role in enhancing maternal, neonatal, and child health outcomes in the provinces of Nampula and Zambezia. This position involves providing comprehensive program management oversight, ensuring effective coordination with local implementing partners and government agencies. The SPO will be responsible for tracking the technical strategy across various results areas of the project, addressing capacity strengthening needs of local partners, and ensuring compliance with project standards. The role requires establishing and maintaining strong collaborations with stakeholders at both provincial and district levels, and liaising with EpiC technical and programmatic staff. The SPO will report directly to the Associate Director of Programs and will be instrumental in driving the project's success through effective management and strategic oversight.

Duties and Responsibilities:
The Senior Program Officer will be tasked with a variety of responsibilities including:
  • Collaborating closely with the Associate Director of Programs to provide project management support for EpiC-supported MNCH+N activities, ensuring timely execution and documentation.
  • Offering technical and program management coordination oversight for the EpiC project in Mozambique, particularly with local community-based organizations (CBOs) and implementing partners.
  • Leading the development of sub-agreement packages for local CBOs and Government to Government FAA packages, ensuring timely completion.
  • Synthesizing existing information and data to create comprehensive progress reports on key project activities for senior management.
  • Coordinating with the technical team to prepare annual, quarterly, and monthly project plans.
  • Acting as a liaison for project programmatic inquiries and requests.
  • Providing operational support for all EpiC MNCH+N activities as needed.
  • Representing EpiC in relevant stakeholder coordination platforms and partner engagements at the provincial level.
  • Traveling to other EpiC supported provinces for project management support as required. 1
  • Coordinating with the Grants Officer and technical team to prepare sub-award packages. 1
  • Contributing to resource mobilization efforts by preparing technical inputs for proposals and participating in stakeholder consultations and donor coordination meetings. 1
  • Supporting capacity strengthening initiatives for EpiC staff and partners through training and mentoring. 1
  • Performing additional duties as assigned by the supervisor or project leadership to support EpiC’s MNCH+N goals.

Required Qualifications:
Candidates must possess a Bachelor's Degree or its international equivalent in Social Sciences, Development Studies, Economic Development, Education, or a related field. A project management certification is preferred. Additionally, a minimum of 6 years of relevant experience in project management principles and practices is required. Candidates should have prior work experience in a non-governmental organization (NGO), government agency, or private organization funded by the U.S. Government. A comprehensive understanding of project management theories, concepts, and practices is essential, along with excellent public relations, policy representation, and diplomacy skills. Strong oral and written communication skills are necessary, as well as the ability to motivate and collaborate with others, and experience in staff development and capacity building.

Educational Background:
The educational background required for this position includes a Bachelor's Degree or its equivalent in fields such as Social Sciences, Development Studies, Economic Development, Education, or a related discipline. A project management certification is highly desirable and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 6 years of relevant experience in project management, with a strong emphasis on principles and practices. Candidates should have a proven track record of working in similar roles within NGOs, government agencies, or private organizations funded by the U.S. Government. Experience in managing projects that focus on health outcomes, particularly in maternal, neonatal, and child health, is highly advantageous.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Additional language skills may be beneficial but are not explicitly required for this position.

Additional Notes:
This position is expected to involve travel up to 50% of the time to other EpiC supported provinces for project management support. The role is full-time and may require the candidate to engage in various administrative tasks and represent EpiC in stakeholder meetings.
