Job Overview:
The Grants and Finance Officer position at FHI 360 is crucial for the effective management and oversight of sub-grants under the EpiC Project in Mozambique, specifically in the provinces of Nampula and Zambezia. This role involves supporting the full lifecycle of sub-grants, which includes conducting pre-award assessments, developing agreements, monitoring compliance, and managing financial reviews. The officer will ensure that sub-grantees adhere to donor regulations and FHI 360 policies while also providing capacity strengthening to partner organizations. The position requires collaboration with finance, operations, and technical teams to ensure seamless coordination of grants administration and financial monitoring, ultimately contributing to the improvement of nutrition, maternal, and child health outcomes in the targeted provinces.

Duties and Responsibilities:
The Grants and Finance Officer will be responsible for a comprehensive set of duties including: managing the full lifecycle of sub-grants from pre-award assessments to close-out processes; maintaining accurate sub-grant files in compliance with FHI 360 and donor requirements; tracking sub-grantee compliance with grant terms and conditions; supporting the preparation and review of sub-grant agreements; conducting routine monitoring of sub-grantees to assess compliance; reviewing financial and programmatic reports; identifying compliance risks and developing corrective action plans; supporting internal and external audits; verifying partner financial reports; coordinating timely processing of partner disbursements; monitoring budget utilization; providing ongoing technical support to sub-grantees; and assisting in preparing grants tracking reports and contributing to donor reporting requirements. The officer will also perform other duties as assigned by the supervisor or project leadership to support the objectives of the EpiC Project.

Required Qualifications:
Candidates must possess a Bachelor’s degree in finance, accounting, business administration, international development, or a related field, with a Master’s degree considered an advantage. A minimum of 3–5 years of experience in grants management within donor-funded projects is required, along with demonstrated experience managing sub-grants for multiple partner organizations. Strong knowledge of donor compliance requirements, particularly for U.S. Government (USG) or USAID-funded programs, is essential. Experience in supporting capacity building of local partner organizations and familiarity with financial management and grants administration systems are also necessary qualifications.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in finance, accounting, business administration, international development, or a related field. A Master’s degree is advantageous and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 3–5 years of relevant experience in grants management, specifically within donor-funded projects. Candidates should have a proven track record of managing sub-grants for multiple partner organizations and experience in supporting the capacity building of local partners.

Languages:
Fluency in English is mandatory for this position, while proficiency in Portuguese is strongly preferred. This language requirement is crucial for effective communication with local partners and stakeholders in Mozambique.
