Job Overview: The Senior Operations Officer for EpiC MNCH will play a crucial role in overseeing and coordinating all operational functions of the project aimed at enhancing maternal, neonatal, and child health outcomes in the provinces of Nampula and Zambezia. This position requires a hands-on approach to ensure the efficient, compliant, and timely delivery of program activities. The officer will work closely with various teams, including finance and technical directors, to align logistics, procurement, administration, HR coordination, compliance, and risk management with FHI 360 policies and donor regulations. The role is pivotal in supporting uninterrupted program implementation and will involve significant interaction with sub-grantees to establish effective operational systems and monitor performance.
Duties and Responsibilities: The Senior Operations Officer will be responsible for a wide range of duties including: providing project management support in implementing EpiC-supported MNCH+N activities, ensuring timely execution and documentation of results; leading and coordinating all project operational functions; serving as the primary operational focal point for EpiC provincial teams; providing operational input into project planning and implementation strategies; supporting sub-grantees in establishing effective operational systems; monitoring sub-grantee operational performance and compliance; facilitating coordination between FHI 360 and sub-grantees; overseeing procurement planning and execution; ensuring timely availability and management of equipment and supplies; monitoring inventory and asset tracking; ensuring compliance with donor regulations and local laws; identifying operational risks and developing mitigation strategies; strengthening operational SOPs; and supporting the capacity-building of other EpiC staff and partners through training and mentoring.
Required Qualifications: Candidates must possess a Bachelor’s degree in business administration, Operations Management, Public Administration, International Development, or a related field, with a Master’s degree preferred. A minimum of 6–8 years of progressive experience in operations management within large donor-funded projects is required. Candidates should demonstrate experience managing operations for multi-partner, multi-location projects, possess strong knowledge of donor regulations (preferably USG), and have proven abilities in managing complex logistics, procurement, and administrative systems. Experience working in Mozambique or similar low-resource contexts is strongly preferred, along with strategic and operational thinking capabilities, excellent coordination, problem-solving, and risk management skills, and strong leadership and people management abilities.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as business administration, Operations Management, Public Administration, or International Development. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in operations management within the context of international development.
Experience: The position requires a significant level of experience, specifically a minimum of 6–8 years in operations management, particularly within large donor-funded projects. Candidates should have a demonstrated history of managing operations across multiple partners and locations, showcasing their ability to navigate complex operational landscapes effectively.
