Job Overview: The Finance Officer (FO) position at FHI 360 is crucial for the financial, accounting, and administrative management of a project aimed at enhancing nutrition, neonatal, maternal, and child health outcomes in Zambezia and Nampula provinces. The FO will work under the supervision of the Senior Finance Officer and will be responsible for ensuring the proper execution of financial transactions, maintaining accurate accounting records, managing administrative financial processes, and supporting the financial oversight of subawards. This role requires a strong understanding of compliance with FHI 360 policies, donor regulations, and applicable Mozambican laws. The position is based in Quelimane, Zambezia province, and is integral to institutionalizing a culture of quality improvement in collaboration with government partners.
Duties and Responsibilities: The Finance Officer will be responsible for a variety of tasks including: processing and initiating payments through online banking, ensuring all transactions have proper supporting documentation and approvals in accordance with FHI 360 policies; monitoring and reconciling Accounts Payable (AP); entering and suggesting payments in the GFAS financial system; ensuring accurate accounting recording of financial transactions; monitoring project bank account balances daily; preparing bank and cash reconciliations; conducting monthly cash counts; supporting monthly financial close activities; and ensuring all financial documents are properly filed and maintained for audit purposes. Additionally, the FO will maintain regular communication with banking institutions regarding payments and operational issues, manage foreign exchange transactions, prepare beneficiary payment lists, and assist in the management of administrative contracts and operational expenses. The role also includes supporting the review of financial reports submitted by partners and subrecipients, verifying compliance with subaward agreements, and providing financial capacity support to partners as needed. Ensuring compliance with FHI 360 financial policies and procedures, donor rules, and Mozambican fiscal regulations is also a key responsibility, along with supporting internal and external audits and contributing to strengthening internal financial control systems.
Required Qualifications: Candidates must possess a Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A minimum of 5 to 8 years of progressive experience in accounting, financial, and operational management is required. Experience working with international organizations, NGOs, or donor-funded projects is essential, along with demonstrated experience applying international donor financial regulations, preferably those of the U.S. government. Familiarity with subaward or grant financial management is advantageous, as is a strong knowledge of Mozambican tax and financial legislation. Candidates should also have experience working with financial management systems and internal controls.
