Job Overview: The Senior M&E Officer position is crucial for the EpiC MNCH project, which aims to enhance maternal, neonatal, and child health outcomes in Mozambique, particularly in the provinces of Nampula and Zambezia. This role involves strategic coordination and implementation of monitoring, evaluation, and learning (MEL) activities, ensuring that data systems effectively capture and report performance results that align with national and project indicators. The officer will work closely with government partners to institutionalize a culture of quality improvement and will be responsible for strengthening partner MEL systems and performance reporting for community and facility-based MNCH and nutrition services. The selected candidate will be based in Zambezia and will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Technical Director, playing a pivotal role in the success of the project by ensuring high-quality data management and analysis, as well as continuous quality improvement across the target provinces.
Duties and Responsibilities: The Senior M&E Officer will support the Ministry of Health's Nutrition M&E Advisor in designing and implementing M&E systems and tools for the project. Responsibilities include synthesizing reports, analyzing data, and developing or adapting M&E tools. The officer will collaborate with various stakeholders, including project staff and provincial health authorities, to ensure alignment with reporting requirements. Conducting routine monitoring visits, data quality assessments, and preparing reports are essential duties. The officer will also provide technical assistance and capacity building in M&E components, assist in data management, and ensure data entry on relevant platforms. Additionally, the officer will document technical issues in national digital systems and provide support to project M&E Officers and partner MEL teams. The role requires mentoring partner MEL teams, contributing to donor reporting, and representing FHI 360 in relevant meetings.
Required Qualifications: Candidates must possess a Master’s degree or its international equivalent in fields such as public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, or biostatistics, along with at least 6 years of relevant work experience. Training or certification in M&E, data analysis, or program evaluation is advantageous. The ideal candidate will have demonstrated MEL experience, including technical leadership and supervision of MEL teams or partner organizations. Knowledge of health and development programs in Mozambique, familiarity with national health informationmanagement systems, and experience with MER indicators are essential. Proficiency in data analysis and visualization software, as well as familiarity with tools like Open Data Kit and DHIS2, is required. Excellent report writing, analytical, and communication skills are also necessary.
Educational Background: A Master’s degree or its equivalent in relevant fields is required for this position. This educational background should provide a solid foundation in public health, statistics, or related disciplines, equipping the candidate with the necessary skills to perform the job effectively.
Experience: The position requires a minimum of 6 years of relevant work experience, particularly in monitoring and evaluation roles. Candidates should have experience in technical leadership and supervision of MEL teams or partner organizations, demonstrating their ability to manage complex projects and collaborate with various stakeholders effectively.
Languages: Fluency in Portuguese and English is mandatory for this position. Proficiency in these languages is essential for effective communication with local partners, stakeholders, and team members, ensuring that all project activities are conducted smoothly and efficiently.
Additional Notes: This position may involve travel requirements of up to 50%. The job is based in Zambezia, Mozambique, and is a full-time role.
