Job Overview: The GPACT Policy and Advocacy Officer will be responsible for developing and supporting the delivery of the GPACT policy and advocacy strategy. This role involves close collaboration with the Project Manager, implementing partners, the Monitoring, Evaluation, and Learning (MEL) Coordinator, and the national volunteer for communication. The officer will provide technical support on Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS) policy and advocacy to implementing partners, extending this support to other VSO project areas. The role emphasizes ensuring social accountability and effective engagement of Civil Society Organizations (CSOs) and citizens with national, regional, and local duty-bearers on issues related to WPS, community resilience, and sustainability. The ideal candidate will be expected to navigate complex advocacy landscapes and contribute to meaningful policy changes that benefit marginalized communities.
Duties and Responsibilities:
Develop and implement the GPACT policy and advocacy strategy in collaboration with relevant stakeholders.
Provide technical support and guidance to implementing partners on WPS policy and advocacy initiatives.
Facilitate workshops and training sessions to enhance the capacity of partners and stakeholders in advocacy methods.
Engage with duty-bearers at various levels to promote social accountability and citizen engagement.
Monitor and evaluate the effectiveness of advocacy efforts and adjust strategies as necessary.
Prepare reports and documentation on advocacy activities and outcomes.
Collaborate with the MEL Coordinator to ensure that advocacy efforts are aligned with monitoring and evaluation frameworks.
Foster partnerships with other organizations and networks to amplify advocacy efforts.
Represent VSO in relevant forums and discussions related to WPS and community resilience.
Required Qualifications:
Proven experience in policy and advocacy, particularly in the areas of gender and peace.
Strong understanding of advocacy methods suitable for diverse audiences.
Demonstrated experience in social accountability initiatives, including the application of relevant tools and processes.
Excellent facilitation skills and the ability to engage stakeholders effectively.
Strong interpersonal and verbal communication skills.
Proficient report writing skills, with the ability to convey complex information clearly and concisely.
Ability to work collaboratively as part of a team and contribute to a positive working environment.
Educational Background: A degree in social sciences, international development, gender studies, or a related field is preferred. Advanced degrees or specialized training in advocacy, policy analysis, or gender studies will be considered an asset.
Experience: Candidates should have a minimum of 3-5 years of relevant experience in policy and advocacy roles, with a focus on gender and peace issues. Experience working in international development or with non-profit organizations is highly desirable.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages in the Philippines is an advantage but not required. Proficiency in additional languages relevant to the region may also be beneficial.
