Job Overview:
The Senior MEAL Officer plays a crucial role in the implementation of the project aimed at responding to the humanitarian crisis of Sudanese refugees in Chad. This position is under the hierarchical responsibility of the project manager and involves defining and implementing the MEAL (Monitoring, Evaluation, Accountability, and Learning) action plan and Information Management (IM) strategy. The officer will work closely with the MEAL Programme Manager and the project manager to ensure the establishment of monitoring systems, data collection, information management, evaluation, accountability to affected populations, and knowledge management that are adapted to the context and comply with HI standards. The role also includes regular reporting and communication with stakeholders to enhance the effectiveness of the interventions.

Duties and Responsibilities:
  • Strategy & Management: Define and implement the MEAL and Information Management action plan, ensuring adherence to HI standards. Collaborate with the MEAL Programme Manager and project manager to establish monitoring systems and data collection processes. Report any challenges to improve systems.
  • Operational Implementation: Responsible for setting up result tracking systems and ensuring methodological standards for surveys. Create systematic monitoring plans and ensure regular tracking of project indicators. Assist in designing questionnaires and protocols for surveys. Contribute to surveys and monitoring activities as needed. Implement accountability mechanisms for affected populations and provide regular analyses for continuous improvement.
  • Reporting: Support the Chad FI team with contractual reporting issues, including the dissemination of donor rules and the establishment of mandatory frameworks. Produce necessary MEAL tools for donor reporting and compile monthly quantitative progress reports. Ensure proper archiving of all contractual and project documents.
  • Communication Support: Assist in developing internal and external communication materials, propose information channels, and structure information dissemination within HI and externally. Support project teams in organizing field visits and accompany them as necessary.

Required Qualifications:
Candidates must have a minimum of 3 years of experience in similar MEAL roles within NGOs focused on humanitarian project management or development. They should possess strong experience in implementing MEAL processes and standards in the field, as well as experience in producing donor reports that include both quantitative and qualitative data. The ability to propose simplification and prioritization processes is essential, along with proven experience in contributing to the development of operational strategy documents. Team spirit and the ability to work in a multicultural environment are also required.

Educational Background:
A relevant educational background in social sciences, international development, or a related field is preferred. Candidates should have formal training in monitoring and evaluation methodologies and practices, as well as knowledge of data management and analysis tools.

Experience:
The position requires at least 3 years of relevant experience in MEAL roles, particularly in humanitarian or development project management. Experience in working with international organizations and understanding of the humanitarian context in Chad or similar environments is highly desirable.

Languages:
Fluency in French is mandatory, and proficiency in English is considered an asset. Knowledge of local languages spoken in Chad would be beneficial but is not required.

Additional Notes:
The position is based in Adré, a border town in eastern Chad, close to Sudan, where the operational environment is more isolated compared to N'Djamena.   • The international contract includes social coverage tailored to individual needs, with a gross salary starting at €2450 per month, a net per diem of €817, and a hardship allowance of €50
  • Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 3 months. The position is unaccompanied, and accommodation is provided collectively by HI.
