Job Overview:
The National Project Coordinator (NOA) MEL Officer will play a crucial role in supporting the implementation of the PROSPECTS project in Jordan, which aims to enhance the resilience of the labor market and create better livelihoods for both Jordanian host communities and Syrian refugees. The incumbent will be responsible for providing program support for all activities under the project, ensuring close coordination with relevant partners for joint interventions. This position requires the officer to lead in providing technical guidance on monitoring and evaluation (M&E) systems, ensuring effective data collection, analysis, and reporting for project activities. The role also involves working closely with the project team to ensure timely delivery of interventions according to agreed work plans and in alignment with ILO rules and regulations. The officer will report to the PROSPECTS Project Manager and collaborate with various stakeholders to achieve the project's objectives.

Duties and Responsibilities:
The duties and responsibilities of the National Project Coordinator (NOA) MEL Officer include reviewing and analyzing the country’s specific development plans and priorities, socioeconomic data, and reports to identify potential areas for technical cooperation. The officer will conduct monitoring and evaluation (MEL) kick-off sessions with project partners, provide them with data collection tools, and ensure the integrity of data collection processes. The officer will undertake missions to project sites for monitoring purposes, review and verify project data, and follow up on delayed documents to support successful activity completion. Additionally, the officer will produce high-quality analytical inputs and reports, support inter-agency coordination efforts, and participate in technical working groups and meetings. The role also involves overseeing budget estimates and resource allocations, contributing to the design of annual work plans, and conducting lessons-learned reviews to inform program improvements.

Required Qualifications:
Candidates must possess a first-level university degree in business administration, public administration, operations management, education, or a related field. They should have at least one year of experience serving as a principal MEL Officer for a large-scale, multi-million-dollar program with the UN, preferably within the humanitarian, development, or educational sectors. Candidates should demonstrate strong analytical skills, excellent drafting abilities, and the capacity to communicate effectively both orally and in writing. Familiarity with program and budget administration, project evaluation concepts, and the mandate of labor market institutions in Jordan is essential.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as business administration, public administration, operations management, or education. This educational foundation is crucial for understanding the complexities of project management and evaluation within the context of labor market interventions.

Experience:
The position requires candidates to have at least one year of experience in a similar role, specifically as a principal MEL Officer for large-scale programs. This experience should ideally be within the UN system or related sectors, providing candidates with the necessary skills to manage monitoring and evaluation processes effectively.

Languages:
Candidates must have excellent fluency and proficiency in both English and Arabic, both spoken and written. This bilingual capability is essential for effective communication with diverse stakeholders and for the preparation of reports and documentation in both languages.

The position is a fixed-term contract for 12 months, with the possibility of extension based on various factors such as funding availability and performance.
