Job Overview: The (Associate) Procurement & Contract Management Officer position at the EIB is a full-time role based at the bank's headquarters in Luxembourg. This position is integral to the Operations Directorate, specifically within the Operations Resource Management Division's Consultants Procurement Unit. The officer will be responsible for contributing to advisory procurement activities under EU mandates, ensuring compliance with public procurement legislation and EIB policies. The role requires a proactive approach to managing procurement processes, contract management, and collaboration with various stakeholders across the bank. The officer will engage in all phases of the procurement cycle, from preparation and design to implementation and evaluation, ensuring that all activities align with the bank's strategic objectives and legal frameworks. Duties and Responsibilities: The duties and responsibilities of the (Associate) Procurement & Contract Management Officer include:
Implementing strategies and policies related to Inside-EU Advisory Consultancy Assignments, executing initiatives relevant to EU mandates.
Preparing, designing, structuring, and implementing procurement activities across various domains, ensuring high-quality standards and compliance with legal frameworks.
Managing complex calls for tenders independently, from launching through evaluation to award and contracting, while consulting with the Head of Unit for matters outside the scope of authority.
Overseeing complex contracts independently, including processing modifications and corrective measures in compliance with applicable rules.
Designing efficient processes to ensure reliability and quality of services, proactively proposing streamlined processes linked to procurement activities.
Collaborating with Compliance and Legal counterparts to adopt a solution-focused approach.
Coordinating with the Budget Management Unit to align purchasing and procurement activities with the budget cycle.
Providing expert advice and recommendations to internal colleagues and external parties to enhance service activities and implement best practices.
Participating in horizontal tasks such as developing procedures, internal notes, reporting, and communication.
Required Qualifications: Candidates must possess a university degree (minimum equivalent to a Bachelor) in a relevant field such as Finance, Law, or Business. A qualification in public procurement is advantageous. Additionally, candidates should have at least three years of relevant professional experience in service procurement, outsourcing, mandate management, or contract management, preferably within an International Financial Institution (IFI) context. A solid understanding of purchasing and contract law, particularly public procurement regulations relevant to EU institutions, is essential. Candidates should also demonstrate the ability to craft tailored procurement strategies, experience in drafting tendering documents, and familiarity with tendering platforms. Knowledge of contract management principles and administrative procedures related to service contracts is required, along with strong project and process management skills.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Finance, Law, or Business. A qualification in public procurement would be considered an asset, enhancing the candidate's suitability for the role. The educational qualifications should provide a solid foundation in the principles of procurement, contract management, and relevant legal frameworks.
Experience: The position requires at least three years of relevant professional experience in areas such as service procurement, outsourcing, mandate management, or contract management. Experience within an International Financial Institution (IFI) context is preferred, as it provides valuable insights into the complexities of public procurement regulations and practices relevant to EU institutions. Candidates should also have experience in managing procedural, compliance, reputational, and legal risks associated with public procurement.
Languages: Proficiency in English is mandatory, and a good command of French is also required. Knowledge of other EU languages would be advantageous, as the EIB operates in a multi-lingual environment. Proficiency in both English and French is essential for career development within the bank, as both languages are official working languages. Candidates must fulfill any language clauses in their contracts to be eligible for promotions.
Additional Notes: This is a full-time position at grade 4/5, offering a permanent contract with the EIB. The role requires regular office presence at the Luxembourg headquarters, and the bank provides relocation support for successful candidates. Panel interviews are anticipated for April 202
