Job Overview: The National Monitoring and Evaluation Officer will play a crucial role in supporting all aspects of projects, programmes, and strategy Monitoring, Evaluation, and Learning (MEAL). This position involves the development and implementation of the M&E system to strengthen monitoring and evaluation activities, data collection, management, and analysis, as well as reporting to facilitate learning and recommend continuous improvements. The officer will maintain and adjust the overall project/programme/strategy Monitoring and Evaluation framework in close coordination with Programme Managers and other relevant units. The role requires supervising MEAL support activities assigned to other staff, ensuring comprehensive coverage of M&E activities throughout all stages of implementation, and coordinating the establishment and functioning of Accountability to Affected Populations (AAP) mechanisms at the Country Office level. The officer will also prepare various project reviews, assessments, and evaluations while ensuring compliance with donor and UN requirements.
Duties and Responsibilities: The duties and responsibilities of the National Monitoring and Evaluation Officer include supporting the development and implementation of the M&E system, managing data collection and analysis, preparing monitoring reports, and ensuring compliance with IOM’s reporting requirements. The officer will supervise MEAL staff, coordinate with IOM units and partners, and ensure that monitoring data is uploaded in relevant systems. They will also participate in the selection and monitoring of Implementing Partners, contribute to capacity-building activities, and undertake regular field travel to support M&E implementation. Additionally, the officer will review existing data related to the project area and participate in the development of projects in line with IOM global strategies.
Required Qualifications: The position requires a Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant experience is acceptable. Candidates should have experience in project conceptualization, monitoring, reporting, evaluation, and capacity-building activities. Familiarity with financial and business administration, as well as a sound understanding of migration issues, is essential. Strong writing, communication, and analytical skills are also required, along with the ability to work independently and collaboratively with diverse teams.
Educational Background: Candidates must possess a Master’s degree in a relevant field such as International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related area from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational background meets international standards.
Experience: The National Monitoring and Evaluation Officer should have a minimum of two years of relevant professional experience if holding a Master’s degree, or four years if holding a University degree. Experience in project and strategy conceptualization, development, monitoring, reporting, and evaluation is crucial. Candidates should also have experience in capacity-building activities, including the design and delivery of training programs, and should be familiar with liaising with governmental and diplomatic authorities, as well as national and international institutions. A proven understanding of internal and international migration issues is essential, along with experience in organizing consultations and workshops with high-level stakeholders.
Languages: Fluency in English and French is required for this position, both oral and written. All IOM staff members are required to be fluent in one of the IOM's official languages. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
